Job DescriptionTexas State Technical College is tasked with contributing to the educational and economic development of the State of Texas through providing advanced technical programs. The VA School Certifying Specialist position is crucial to the timely processing of Title 38 and state educational benefits for veterans and their eligible dependents who enroll at TSTC. This person will be considered a subject matter expert and is a member of a processing team which will be responsible performing specialized duties to ensure veterans and eligible dependents are able to pursue their education in compliance with state and federal laws. As an Enrollment Management team member, this position will seek knowledge of and pledges to actively engage in a Culture of Caring striving to respond systematically to student needs and remove barriers that may prevent students from achieving their personal and professional goals. The effectiveness of this position will be determined through lead measures and goals focused on accurate and timely processing of processing of educational benefits ensure compliance with policies and procedures, meet quality assurance standards and comply with departmental metric goals assigned to individual processes. These metrics relate to goals for Enrollment Management division and college as a whole. This position reports to the assigned leader at their campus and is responsible for upholding the policies and practices consistent with the College mission and values of excellence, accountability, service
and integrity.

Essential Functions:

  • Employee will demonstrate TSTC Core values of Excellence, Accountability, Service and Integrity with internal and external stakeholders, customers, students and members of the community.

This position will perform a variety of specialized tasks effectively and efficiently by obtaining advanced knowledge in high level processes and provide assistance, as subject matter experts, in the processing of complex procedures that impact educational benefits for service members, veterans and their dependents. Types of duties include but not limited to:

  • Provide veteran or family dependents assistance and support in the completion, collection and submission of required documents to enroll or obtain educational benefits.
  • Performs advisement related to enrollment processes, assessment of program eligibility, review and correction of veteran forms or data to ensure compliance with state, federal or local policies and procedures.
  • Collects and maintains all required documents related to VA/military records in a manner which is consistent, organized and meets all federal, state and college guidelines.
  • Submit required enrollment information and enrollment changes to the Veterans Administration on behalf of the students in a timely manner to comply with veteran's program requirements.
  • Responsible for the maintenance of student records, ensuring accuracy, integrity, confidentiality of information and that the department is in compliance with federal, state and institutional policies.
  • Reviews and monitors status of VA students for any payment, enrollment, degree plans or transfer credit eligibility to ensure accurate reporting to Veteran Administration.
  • Collaborate with Student Accounting to reconcile tuition and fee payment.
  • Liaison between the Department of Veterans Affairs and students who are utilizing Veteran Education benefits.
  • Facilitates the enrollment and retention of military, veterans, and dependents service members by certifying VA educational benefits in a timely manner.
  • Meets with students and others to provide advisement related to admissions, financial aid, registration, Title 38 & State educational benefits, and graduation while ensuring compliance.
  • Prepares and maintains records and files for reporting purposes; compiles data and prepares special or recurring reports for supervisor or other departments as requested including federal audits.
  • Maintains current knowledge of rules and regulations in regards to Title 38 and State educational benefits for Service members, veterans and their dependents.

This position will assist with oversight of the veteran's center and services provided. Types of duties include but are not limited to:

  • Collaborates with Enrollment Coaches to assist applicants/students with application processes, referrals, advisement and registration support.
  • Serve as a technical resource to students, faculty, staff and the public regarding veteran-related educational functions; respond to inquiries and provide detailed and technical information concerning related standards, requirements, practices, policies and procedures.
  • Assists in the development and delivery of trainings statewide as necessary to ensure compliance with policies and procedures.
  • Work collaboratively with faculty, staff, and students to ensure courses a
    student takes are in the student's degree plan and that the student is
    advancing towards completion and are successful in their program of study.
  • Collaborate with Student Accounting, Office of the Registrar and other
    departments to identify any issues in enrollment, residency or credit to
    ensure compliance with veteran benefits.

This position will foster communication in compliance with the Family Educational Right to Privacy Act, state law, and college policies. Types of duties include but are not limited to:

  • Assist in the management of communication tracks for applicants using
    Student Information System to ensure perspective applicants are provided with enrollment and veteran benefits information.
  • Respond in a timely manner to all student inquiries received via email, text and phone systems; Collaborate with faculty and staff to respond to general student inquiries through a variety of communication methods, including in-person inquiry, telephone, email contacts and other communication modalities.
  • Communicate to students in a clear and concise manner, update comments and document all conversations in the appropriate area using assigned customer relationship management tools.
  • Assist in the development of consumer information that may include electronic or correspondence to perspective students, applicants or students.
  • Collaborate with military installations and other local entities to conduct public relations program to disseminate general information for outreach purposes.
  • Other duties as assigned

Education:

  • Bachelor's degree preferred from an accredited college. Minimum Associate Degree or two years' experience in business administration or veteran programs , higher education, or related field from an accredited college or university.

Experience:

  • 2 year experience in admissions, financial aid, records, registration, veterans programs, or other higher education setting.
  • Knowledge of current college admissions rules and regulations.
  • Experience in higher education setting or veteran programs required.

Knowledge, Skills, and Abilities:

  • Thorough knowledge and interpretation skills of laws relating to veterans programs, administration of technical and vocational programs, federal laws and regulations.
  • Maintains current knowledge of rules and regulations in regards to Title 38 and State educational benefits for Service members, veterans and their dependents.
  • Thorough knowledge of college policies, procedures, and requirements.
  • Skills in judgment and decision-making, problem solving.
  • Ability to multitask.
  • Abilities in problem identification, reasoning, ability to develop original ideas to solve problems.
  • Knowledge of the applicable federal and state regulations governing areas related to the responsibilities of the position including the Federal Educational Rights and Privacy Act (FERPA) and ability to maintain strict confidentiality at all times.
  • Ability to relate to individuals and groups of students using communication, counseling, and problem-solving skills.
  • Skill in working independently and following through on assignments with minimal direction.
  • Demonstrated ability to work effectively in a service environment that is subject to frequent interruptions and skill in setting priorities that accurately reflect the relative importance of job responsibilities.
  • Demonstrated computer proficiency using Microsoft Office (Word, Excel, etc.) or equivalent software, the internet, email messaging, and web-based software applications and experience using on-line student information systems. Advanced computer knowledge with the ability to understand and learn new on-line programs.
  • Ability to effectively, professionally, and tactfully interact and communicate, both orally and in writing with students, faculty, staff, and visitors. Skill in independently composing letters, memos, reports, and written communication materials using correct spelling, grammar, punctuation, composition, text editing, and proofreading skills.
  • Skill in accurate record keeping with strict attention to detail. Skill in organizing tasks, documents and materials with efficiency and accuracy.
  • This job description covers a position in which the percentage of time spent on the essential functions will vary based on the workload and will ultimately be determined by the supervisor.
  • This position will require a 5% or greater out-of-town travel that could extend overnight(s).
  • This position may occasionally require 10% or more availability to work beyond regular hours of operation and/or weekends.
