Position Purpose

This position is responsible for leading the payroll and benefits accounting functions, managing the corporate staff expense reporting and reimbursement system while developing best practices. The role demands confidentiality, integrity, proficiency in excel and the ability to prioritize tasks, work on multiple engagements and manage rapidly changing assignments.

Organization Role

This is a mid-level staff position reporting to the Director, Human Resources and works closely with the internal Human Resources and Finance teams. This position plays a significant role in the internal operations of the organization. The position interacts and provides direction to staff throughout the organization and with its affiliates and subsidiaries (domestic and international).

Essential Responsibilities

  • Prepares and processes the biweekly payroll for U.S. based employees for over 300 employees. This includes:
    1. Managing the filings of all payroll related taxes, deductions, and garnishments in a timely manner.
    2. Managing the reporting and timely remittance of all 403(b) contributions.
    3. Managing the process for setup of new state registrations including state & local payroll tax, unemployment, worker's compensation, and payroll system updates etc.
    4. Resolving issues and responding to general payroll inquiries from a wide range of stakeholders including employees, managers, and other internal & external parties.
    5. Ensuring compliance with laws and tax requirements.
  • Coordinates the processing of monthly international payroll with external service organization.
  • Manages Concur expense reporting system by processing changes and approvals, assists with implementation of new modules and collaborates with IT / SAP Support to resolve staff issues and updates to the system.
  • Manages Corporate AMEX program including program administrator for the AMEX site, coordinating ordering of cards and setup of new staff.
  • Prepare, review, and support the general ledger entries for payroll and benefits on a monthly basis adhering to month end deadlines. Assists with compliance audits as requested such as workers compensation, retirement plans etc.
  • Reviews and reconciles all monthly health insurance bills to ensure accuracy.
  • Assists in the maintenance of EDI feeds between HRIS and benefit carriers.
  • Assists in the preparation of payroll & benefit related reports including salary budget, open enrollment, NDT testing, pension census, HRIS analytics etc as needed.
  • Handles and coordinates corporate insurance matters and works with corporate insurance brokers.
  • Work collaboratively across teams, providing actionable insights to help drive optimal payroll processing and drive continuous improvement.
  • Support the HR and Finance Teams on ad-hoc tasks as needed.

Minimum Requirements - Education & Experience

  • Bachelor's or Associate degree in Accounting or equivalent experience
  • 5+ years' progressive experience processing payroll with a proven track record of compliance and accuracy.
  • Demonstrated work experience working with payroll and expense related systems such as ADP , Workday, Paychex, and SAP/Concur.
  • Preferred experience working with accounting systems such as Oracle, MS.
  • Advanced Microsoft Excel Experience; proficiency in other Microsoft Office Suite products.
  • Knowledge of tax laws and labor regulations, particularly in the jurisdiction(s) of the Company.


Qualifications & Competencies

  • Preferred - Certification such as Certified Payroll Professional (CPP.)
  • Strong interpersonal and including written and verbal communication skills, collaboration and problem solving.
  • Accuracy and attention to detail is absolutely required, as well as a track record of reliability, confidentiality, and conscientious work habits.
  • Ability to work independently with little supervision; ability to work well in a team environment.
  • Ability to organize and prioritize effectively.
  • Demonstrated ability to work well under pressure while maintaining a professional demeanor.
  • Must have a great propensity to learn, the willingness to grow, and have a mindset for continuous improvement.
  • Ability to retain professional relationships with customers and ASTM staff.
