Project Overview

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) has safely destroyed 2,613 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment was the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The completion of this mission has made the world a safer and cleaner place by revolutionizing a first-of-a kind process for chemical weapons destruction. PCAPP completed the operations and munition destruction phase as of June 2023 and has now entered the closure phase.

All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process.


Job Summary

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Document Control Specialist at the Pueblo, CO location. This position will report to the Document Control or Records Management Supervisor at the PCAPP project. The position performs document control/records management and administrative duties on the Pueblo Chemical-Agent Destruction Pilot Plant (PCAPP) Project in Pueblo, CO.

Responsibilities include processing project documents in accordance with procedures and guidelines using Bechtel's electronic document management system and performing records management/turnover tasks. Interfaces with all levels of project personnel, and performs other duties as assigned.

This is a long-term assignment with a 9-80s schedule (with work hours from 6:30am - 4:00pm Monday - Thursday, and 6:30am - 3:00pm every other Friday); or a 4/10 schedule (Monday through Thursday or Tuesday through Friday). This position may require additional overtime hours as considered necessary.

Major Responsibilities
* Based on established work processes, review, log, copy, distribute and file all outgoing and incoming communications, construction
* Perform data entry using Info Works, Bechtel's electronic document management system.
* Prepare and process records for scanning and archiving.
* Perform quality control of scanned images and data entry.
* Perform records management, validation, and turnover tasks.
* Perform a variety of administrative tasks.
* Extract reports and perform a variety of queries using standard office automation tools and Info Works.
* Provide general and technical support to project personnel in the use of InfoWorks.
* Interface with internal and external customers on a routine basis; interface with other groups in the resolution of questions or
* problems.
* Establish and maintain an electronic and hard copy filing system of project documents or departmental documents, such as engineering design, procurement and supplier documents, manuals and procedures, communications, or any other department- specific materials.
* Maintain hard copy stick files of engineering drawings and change documents.
* Assemble information, such as status reports, for supervisor and other department or project personnel as requested.
* Keep abreast of department technologies, techniques, and services relevant to area of responsibility and make recommendations.
Education and Experience Requirements

High School Diploma or equivalent and 1-2 years of experience.
Must have good data entry and inventory database skills. A skills assessment will be administered to test proficiency.
Minimum Qualifications:
* Knowledgeable in Microsoft Word, Excel, and Outlook.
* Demonstrated ability to set up and maintain project, document control or departmental filing systems and procedures.
* Ability to learn new software applications.
* Ability to provide guidance to others in work group.
* Demonstrated familiarity with processing a variety of project documents and document processing requirements.
* Professional oral and written communication skills.
* Willing to perform repetitive data entry required.
* Must be proactive, use individual initiative, follow assignments through to completion, and be attentive to detail, quality control and
* deadlines.
* Good interpersonal skills and proven record as a team player.
* Ability to perform multiple tasks and adapt to changing priorities.
* Good organizational skills
* Ability to type accurately; ability to format properly.
* Ability to work overtime on a short notice as required.
* Ability to lift items weighing up to 50lbs.
Preferred Qualifications:
* Previous data entry experience with InfoWorks or similar electronic document management systems.
* Knowledge of document control/records management and associated work processes.
* Ability to validate documentation and perform records turnover tasks.
* Previous administrative/clerical experience in an Engineering, Construction, or Operations work environment.
* Prior experience on a Chem-Demil project.

This PCAPP position falls under the scope of the McNamara-O'Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.

This position is designated as a safety-sensitive position and is subject to the requirements of the PCAPP Medical Safety Reporting Program. A safety-sensitive position refers to a job role where the employee's performance could significantly impact the safety and well-being of themselves, others, or the environment. Designation as a Safety-Sensitive position is due to one or more of the following criteria:
* The ability to work in a constant state of alertness and in a safe manner.
* Respond during contingencies, taking urgent or emergency action as necessary to prevent personnel injuries or damage to equipment or the environment.
