Job Description
Description: NSI requires a Acquisition/Procurement Specialist to support the Naval Air Warfare Center (NAWC) AIRWorks SOCOM-MTUAS program office. The candidate will provide support to the Project Lead with the development and update system acquisition and procurement requirements and aircrafts. Provide analysis and recommendations for the procurement strategies, development, monitoring, and execution of procurement, revision/update of acquisition documentation and coordination of vendor contractual actions. Coordinate with technical leads to support pre-acquisition and post-acquisition strategy planning and implementation. Prepare and facilitate Procurement Request (PR) packages, ensure justifications are provided in accordance with the procurement type. Review and coordinate Statement of Works (SOWs), specifications, Contract Data Requirements List (CDRLs) and GFE items. Coordinate with the finance team to identify funding for all the procurements. Proactively track procurement packages through the approval process. Provide support to the project lead with cost/schedule/performance and risk items across the SOCOM project.

Other Job Functions:
•  Support the development and coordination of Request for Information (RFIs), Market Research (MR), and/or Pre-Solicitation Synopsis documents.
• Support the development and coordination of Request for Proposal (RFP) packages that include Statements of Work (SOW), Performance Specifications, CDRLs, and GFE lists.
• Update and prepare Planning Conference (PPC) and Procurement Planning Agreement (PPA) utilizing Procurement Management Tool (PMT).
• Support the development and update of Acquisition Plans, ISTRAP, and MOPAS documentation.
• Support coordination of J&A, Certificate of Urgency (COU) Need Statement, and D&F inputs.
• Support Simplified Acquisition Procurement (SAP), Rapid Acquisition Contract (RAC), Defense Logistics Agency (DLA) Order or MILSTRIP purchases.
• Support schedule development and maintenance of project efforts
• Support project control and monitoring in various areas including Standard Work Packages (SWP), Rough Order of Magnitude (ROM), spend plans, acquisition documentation and activities, and program technical documentation.

Location: Patuxent River, MD

Education: BA or BS degree preferred.

Experience: At least 3-10 years of experience related to the functional duties listed above.

Allowable Substitution: Six (6) years’ additional relevant work experience may be substituted for a Bachelor’s Degree.  Associate’s Degree plus four (4) years’ additional relevant work experience may be substituted for a Bachelor’s Degree.

Skills:
• Familiarity with the Navy Financial Compendium and NAVAIR/NAWCAD contracting process.
• Ability to communicate and adapt well in dynamic team environments.
• Good organizational skills.
• Strong skills in Microsoft Word, Excel and PowerPoint.

Security Clearance: Secret Clearance is required. Must be a U.S. citizen.
