DESCRIPTION

Purchasing Specialist I: $24.85 - $30.20 hourly / $51,684 - $62,823 annually

Purchasing Specialist II: $27.45 - $33.37 hourly / $57,106 - $69,408 annually


The City of Corona has an exciting opportunity to join our Finance Department as a Purchasing Specialist I/II Flex. The Purchasing Specialist I/II procures a wide range of supplies, equipment, and services for the City following prescribed standards and codes; prepares formal and informal bids; creates and amends contract; processes purchase orders; establishes and maintains vendor relationships; coordinates purchasing with other department representatives; and performs related duties, as assigned. The successful candidate will possess the following knowledge, skills/abilities, experience, and characteristics:

Knowledge & Education
  • Purchasing Specialist I: Equivalent to completion of the twelfth (12th) grade.
  • Purchasing Specialist II: Equivalent to an associate degree with major coursework in business administration, accounting, finance, or a related field
  • Knowledge of modern principles, practices, and methods of public and governmental purchasing and procurement programs and processes and their application to City operations.
  • Knowledge of competitive bidding and pricing procedures.
Skills & Abilities
  • Ability to Negotiate bids, purchase orders, and/or pricing schedules for services, supplies, and equipment.
  • Ability to prepare basic budgetary and financial analyses.
  • Ability to interpret, apply, explain, and ensure compliance with federal, state, and local policies, procedures, laws, and regulations.
  • Ability to research and utilize data and information to achieve cost effective results.
Experience
  • Purchasing Specialist I: One (1) year of clerical, customer service, inventory control, purchasing support, or related experience.
  • Purchasing Specialist II: Two (2) years of increasingly responsible experience in purchasing, contract administration, procurement services, or a related field.
  • Experience in government purchasing experience is highly desirable.

Candidates that successfully pass the screening process and are deemed to possess the most desirable qualifications will be invited to a HireVue interview. Candidates who pass the HIreVue will be invited to the in-person oral interviews tentatively scheduled for Thursday, June 20, 2024. The top scoring candidates from the oral interview will be placed on an eligibility list from which the department may hire. The eligibility list established from this recruitment may also be used to fill the current and/or additional vacancies throughout the City.

The successful candidate will be required to undergo a reference / background check including livescan and pass a pre-employment medical examination (which will include a drug/alcohol screening).

The Organization

The City of Corona is a General Law city operating under a Council-Manager form of government. Policymaking and legislative authority is vested in the City Council, consisting of a Mayor and four Council Members. Members of the City Council are elected by District to a four-year term. The Mayor is selected by the Council and serves as the presiding officer for one year.

The City is organized into the following departments/organizational units: Community Services, City Manager's Office, Economic Development, Finance, Fire, Human Resources, Information Technology, Legal and Risk Management, Police, Planning & Development, Public Works and Utilities. Oversight of these departments is divided between the City Manager and two Assistant City Managers.

The City's total operating budget for Fiscal Year 2024 is $369.9 million with a General Fund operating budget of $ 194.5 million. Corona enjoys a workforce of 860 dedicated employees who provide high quality services to its residents and visitors each day.
