POSITION: Human Resources Business Partner (HRBP)/Payroll Liaison

REPORTS TO: Vice President, People & Culture

STATUS: Full-Time, Exempt

JOB CLASSIFICATION: Specialist II

UNION ELIGIBLE: No

WORK ARRANGEMENT: Hybrid (3 day/wk in office)

REPORTING LOCATION: San Francisco, CA

SALARY RANGE: $85,000-$134,984

Founded in San Francisco in 1902, the LightHouse's purpose is to promote the independence, equality and self-reliance of people who are blind or visually impaired. The LightHouse is currently in a period of growth, increasing our capacity to serve more low-vision and blind clients.

OVERVIEW

The Human Resources Business Partner/Payroll Liaison (HRBP) is a key, full-time staff position at LightHouse for the Blind and Visually Impaired (LightHouse) in San Francisco. The HRBP reports to the Vice President of People and Culture and will play a crucial role in ensuring timely submission of payroll, organizational effectiveness working with OPEIU Local 29, and fostering a positive union employee experience. This person will work closely with leadership, business units, OPEIU Local 29 and HR teams to deliver comprehensive HR solutions that drive business success and create a thriving workplace culture. The HRBP will have responsibility for making sure Payroll is submitted accurately and on time, as well as strategically coordinating the needs and aims of the agency with everything in the Collective Bargaining Agreement (CBA).

QUALIFICATIONS:

  • Bachelor's degree in Human Resources, Business Administration, or a related field and/or 3+ years of progressively responsible experience in Human Resources.
  • 3+ years of strong Union knowledge and Collective Bargaining Agreements (CBAs) understanding. Experience with OPEIU Local 29 is a huge plus.
  • Ability to handle labor relations matters effectively, including grievance procedures, negotiations, and conflict resolution between management and union representatives.
  • Ability to interpret, understand and implement union contracts, terms and provisions.
  • 2+ years of accurate data entry and analysis experience.
  • Understanding of HR best practices, employment laws, and industry trends.
  • Strategic thinking and problem-solving abilities.
  • Excellent verbal and written communication, interpersonal, presentation skills and customer service.
  • Strong attention to detail, with excellent time management and deadline delivery.
  • Proven track record of building effective relationships with leadership, unions and cross-functional teams.
  • Ability to handle sensitive and confidential information with discretion.
  • Ability to work in fast-paced environment.
  • Strong computer technology skills in Microsoft Office Suite: including Outlook, Word, and Excel.
  • Experience working in the blindness field or disability community preferred.
  • HR certifications (e.g., PHR (CA), SPHR, SHRM-CP, SHRM-SCP) are a plus.
  • Payroll processing knowledge/experience is a plus.
  • Familiarity with ADP WorkforceNow/ADP TotalSource is a plus.

JOB RESPONSIBILITIES:

  1. Union Specific Employee Engagement and Relations:
  • Act as the Lighthouse representative in management of OPEIU Local 29 and union employees, promoting a positive and inclusive workplace culture.
  • As needed, works closely with management, OPEIU Local 29, shop stewards and union employees to improve work relationships, build morale, and increase productivity and retention.
  • As required, help address all union employee relations issues, providing guidance and interpretation of Collective Bargaining Agreement (CBA) policies to ensure fair and consistent resolutions.
  • Represent Lighthouse in OPEIU Local 29/shop steward/Lighthouse employee grievances.
  • Help conducts effective, thorough and objective investigations as needed.
  1. Performance Management:
  • Develop/Oversee performance management programs with the union staff, that align individual and team goals with the organization's objectives.
  • Provide coaching and guidance to managers on effective performance feedback, coaching and performance improvement plans with union staff.
  1. Payroll Liaison:
  • Verify time and hours, confirm earnings and deduction codes, ensure all active employees are scheduled to be paid.
  • Ensures accurate and appropriate documentation and authorizations.
  • Report inconsistencies/uniquenesses (codes never used before, etc.).
  • Submit authorized payrolls.
  • Ensure Live Checks are sent out to all applicable employees and received by Pay Date.
  • Liaise between People & Culture and other departments to resolve questions, maintain process and promote solutions.
  1. Strategic Union Partnership:
  • Collaborate with all applicable parties to develop HR strategies that support long-term organizational success.
  • Proactively identify areas for union, shop steward and union staff relationship improvement, change management and innovation, aligned with industry best practices and the Collective Bargaining Agreement (CBA)

5. Compliance and Legal Considerations:

  • Stay updated on the Collective Bargaining Agreement, labor laws, regulations, and industry trends to ensure HR practices and policies remain compliant, as well as reduce legal risks.
  • Ability to comprehend, interpret, and apply the appropriate sections of the Collective Bargaining Agreement, applicable laws, guidelines, regulations, ordinances, and policies in multiple regionalities.
  • Collaborate with legal teams to handle sensitive union and legal HR matters effectively.
  1. Leadership and Mentorship:
  • Provide guidance and mentorship to junior team members, fostering their professional growth and development.
  1. Willingness to perform other related duties as assigned.

PHYSICAL REQUIREMENTS:

  • Ability to carry or transport 20lbs
  • Sit at a desk and perform computer-intensive work for long periods of time
  • Operate standard office equipment
  • Must be able to independently travel to all site as needed
