The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is seeking a Statistical Reporting Lead-Advanced (Administrator III). This position is responsible for providing direction and guidance to Minority Business Enterprise (MBE)/Disadvantaged Business Enterprise (DBE) Liaisons/Compliance Officers throughout the Department for evaluation of contract/project compliance, contract monitoring, compliance review methodologies, and MBE/DBE goal setting.

Duties include, but are not limited to the following: Overseeing $85.6 million plus in The Office of the Secretary contracts for compliance; managing and overseeing activities and operations related to major reporting functions and coordination with financial planning and management through the Statewide Financial Management Information System (FMIS); and providing highly responsible and complex technical support to the Director of the Office of Diversity & Equity, the MBE/DBE Program Compliance Manager, the transportation business units, and internal and external stakeholders.

The current vacancy exists at MDOT TSO in Hanover, MD (Anne Arundel County). The eligible list produced from this recruitment will be used to fill this vacancy only.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of experience in administrative staff or professional work. One (1) year of this experience must have involved one or more of the following: The supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures. *Two (2) years of this experience must have involved ensuring contract compliance and analyzing the accuracy of data for reporting purposes.

*This statement contains a Selective Qualification, which is more focused in scope than the Minimum Qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skills or abilities).

The ideal candidate will possess the following:

  • Experience in contract management/contract compliance, compliance enforcement, procurement, or a similar subject matter area.
  • Knowledge of and experience with the State of Maryland's Financial Management Information System (FMIS) or an equivalent financial management information system.
  • Bachelor's degree in business administration/business management or a related field

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
