POSITION PURPOSE:

Performs project management responsibilities, which may include cost estimating support, primarily on mid-sized construction project(s) in the $1M-10M range. This includes managing multiple task orders, or single award construction projects, including coordination of design, procurement, and construction activities. When assigned to only a segment of a larger project, this role develops a complete understanding of the contract and any relevant subcontracts in order to provide full support to the overall project management team. The PM will work primarily with federal clients including the Army Corps of Engineers (USACE), Air Force, Army DPW and US Coast Guard on medium to large construction projects. The PM will manage, plan, and coordinate, with the superintendent, all activities of the project to ensure that goals and/or objectives of projects are accomplished within the project time frame and budget. Position will be located in Anchorage, with travel to project sites within Alaska. This position will include cost estimating support for vertical and horizontal construction projects utilizing cost estimating software and standard methods to prepare accurate estimates for bidding purposes and managing projects in Alaska. Employee may also be required to perform QCM duties, when needed, depending on project needs.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Reviews project proposal/plan with Superintendent to determine time frame, funding limitations, staffing requirements, self-performance, or subcontract.
  • Organizes and oversees jobsite administration and field supervision.
  • Prepares accurate cost estimates for bidding new projects and for executing projects and managing budgets for construction projects in Alaska.
  • Assists in the procurement of subcontractors and suppliers. Works with subcontract administrator to ensure specific subcontracts are in-place early in the project life cycle.
  • Monitors the progress schedule and its periodic revisions ensuring project stays on track.
  • Provide cost estimating support during the bidding process for upcoming jobs and projects.
  • Works with owners and end users during the life cycle of the project. This position is primarily for federal clients including USACE, Air Force, Army DPW, and US Coast Guard.
  • Ensures site safety is at the forefront of each project. Works with SSHO to ensure a safety culture on all projects managed.
  • Works with the Superintendent to identify and resolve any project related issues/changes.
  • Works with the Superintendent to develop and administer the site utilization program, site services, security arrangements, and other facilities and arrangements necessary for appropriate service to the construction effort.
  • Develops long term schedule, project budget, milestones, and projections for projects.
  • Establishes and maintains relationships with the owner, contracting agency, design professionals, building officials, local businesses, and emergency support.
  • Prepares project budgets and cost codes.
  • Prepares project reports, financial updates, and scorecards for management, client, and others.
  • Prepares and submits Design Clarification / Verification Requests (DCVR) and change orders.
  • Develops project schedule with the Superintendent and project controls.
  • Performs and/or manages project scheduling, scoping, clarifying, and pricing effort for assigned preconstruction projects.
  • Participates in scope reviews of the various bid packages to properly coordinate and ensure that nothing is either left out or bought twice.
  • Identifies field-construction and work-sequence considerations when finalizing bid package purchases.
  • Enforces all regulatory, base and company specific safety rules.
  • Performs job site inspections for both quality and safety.

ADDITIONAL DUTIES AND RESPONSIBILITIES:

  • Serves as a Subject Matter Export (SME) on projects and task orders. Experience and expertise with multiple disciplines on construction projects is desirable.
  • Although this is a project manager position, employee may be required at times to perform QC Management duties, as needed, including working with the USACE RMS database for USACE projects.
  • Coordinates with designers and operations team to ensure proper implementation of design with project constructability.
  • Interfaces with clients, owners, and end users including USACE, Air Force, and US Coast Guard.

MINIMUM QUALIFICATIONS:
Education and Experience:

  • Possess at least three (3) years of relevant construction experience or a combination of education and directly related experience equal to ten (10) years. Relevant experience includes, but not limited to, experience as Project Manager in the construction industry managing projects of $1 million or greater.
  • Bachelor's Degree Engineering, Construction Management, or related field is preferred.
  • Project Management Professional (PMP) certification is preferred.
  • OSHA 30 hour construction safety course.
  • Federal government contract and project experience, with emphasis on DOD and the Army Corps of Engineers (USACE) specifically.
  • Experience with earned value reporting, baseline management, and work breakdown structures.

Skills and Abilities:

  • Demonstration of successful performance as a Project Manager on small to medium sized construction projects.
  • Gathers all information necessary to create, monitor, and modify the progress of the schedule on a continuing basis.
  • Thorough familiarity with the general contract requirements, with the ability to identify changes, conflicts, etc.
  • Demonstrated ability to work accurately, follow procedures and schedules, and prioritize multiple tasks.
  • High degree of sensitivity and ability to maintain confidential client and employee information.
  • Proficiency with all MS Office products (Word, Excel, Access, PowerPoint, Project)
  • Ability to work in a team environment and fit in with company culture and processes.
  • Effective professional oral and written communication skills
  • Must possess a strong work ethic.
  • Strong organizational, interpersonal skills


Special Requirements:

PREFERRED QUALIFICATIONS:

  • Project management experience for vertical construction projects is highly desirable.
  • Has experience managing USACE construction project(s) of at least $1M.
  • Experience managing construction projects in excess of $5M is desirable, as well as experience managing multiple task orders per calendar year.
  • Project Management Professional (PMP) certification preferred.
  • Experience providing QC Management (QCM) duties for USACE projects- to include experience in the USACE Resident Management System (RMS) database.
  • Experience preparing accurate cost estimates for bidding new projects and executing/managing existing construction projects is highly desirable.
  • Ability to develop and maintain strong client relationships, with experience building and maintaining USACE and DOD client relationships preferred.
  • PMP certification, Experience performing project management of facilities, infrastructure, and utilities construction projects.
  • Excellent communication skills.
  • Remote logistics experience, Experience with federal government contracting and project management, with emphasis on USACE experience.
  • Ability to manage multiple projects simultaneously.
  • Cost estimating experience is highly desirable.


PHYSICAL DEMANDS:

  • Sedentary physical workload; must be able to exert up to a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects, including the human body; required to have a close visual acuity to perform activities such as viewing a computer terminal and extensive reading; specific physical requirements include, but are not limited to, sitting, walking, talking, hearing and performing repetitive motions.

WORKING ENVIRONMENT:

  • Working environment located in Anchorage or Fairbanks.
  • Standard office environment.
  • Includes travel to project sites and satellite offices supporting projects within multiple contracts. 8 hours a day, 5 days a week.
