Summary: This work is in support of Headquarters Air Combat Command (ACC), Office of the Command Surgeon (ACC/SG) and is on-site at Langley AFB, VA. Travel to CONUS and OCONUS locations to attend meetings, conferences, training, and other functions in support of tasks may be required

Job Descriptions

Specific Requirements:

  • Support development, deliberation, and advocacy of ACC/SG AFMS and LAF modernization POMs.

  • Assist in building presentations for Program Element Monitor (PEM) parades and other POM deliberation forums.

  • Assist with the completion of Resource Allocation Programming Information Data Systems (RAPIDS) slides, including detailed program and cost data documents, in support of ACC/SG LAF & AFMS POM submissions.

  • Provide support for AFMED BAA proposals that address ACC medical modernization requirements.

  • Provide support for disseminating BAA Call instructions, proposal review, evaluation, scoring and ranking.

  • Serve as ACC/SGR liaison for interface with AFMED and DHA Research and Acquisition, during the BAA Call

  • Become familiar with BAA Call instructions and attend AFMED and DHA provided BAA Call training.

  • Provide support and maintenance for the ACC/SGR database for tracking all BAA proposal activity.

  • Obtain the necessary nondisclosure agreement (NDA) used to review, evaluate, score, and rank BAA proposals.

  • Provide tables, graphical depictions, and other reporting of BAA proposal data calls as they arise.

  • Provide support to the Government team regarding BAA proposals during the Research Management Working Group and other vetting forums.

  • Prepare a site visit plan for obtaining feedback on capability gaps/shortfalls from medical facilities with high deployment commitment (i.e., constant deployers).

  • Develop correspondence, presentations, and documents in support of site visits.

  • Advise on site visits as prescribed by the ACC/SGR CBA process.

  • Provide written documentation of results from site visits and associated follow-on action items.

General Requirements:

  • Build/develop supporting documents such as bullet background papers, and talking papers

  • Draft correspondence in compliance with AF guidance (i.e., Tongue and Quill) for dissemination

  • Make appropriate recommendations in the best interest of the directorate within situational complexity.

  • Support and attend meetings, conferences, and seminars and provide recommendations

  • Advise the client on day-to-day issues impacting SGR/medical modernization.

  • Manage and administer Task Management Tool (TMT) Suspenses/tasks and draft correspondence

  • and documents for client (including flag officer) consideration.

  • Attend periodic SG/Executive staff meetings.

  • Provide a monthly summary of all Contractor modernization related activities and spending.

  • Provide trip report summary documents working groups.

Required Experience and Education

  • Recent (within the last 24 months) experience and knowledge of the AFMS and ACS PPBE, AFMRA and DHA BAA Call process. Knowledge must include intricacies of AFMS RDA process as it relates to the POM and BAA Call processes.

  • Recent (within the 24 months) experience with the JCIDS construct and CBA processes.

  • Recent (within the last 36 months) experience with the PPBES to include the DoD appropriation and AF accounting structure.

  • Recent (within the last 24 months) experience and knowledge of the roles, responsibilities, and functions of key players in the AFMS RDA process to include: the HAF, HAF/SG, DHA, AFMRA Staff, AFMS execution platforms, Manpower Equipment Force Packaging Responsible Agencies (MEFPAK MRA); and MAJCOMs.

  • Recent (within the last 24 months) experience conducting site visits and ability to answer detailed questions that require expert knowledge of MEFPAK and EMEDS operations.

  • Recent (within the last 24 months) experience and detailed knowledge of medical modernization program element (PE) and three years' experience in developing and presenting, AFMS POM input.

  • Recent (within the last 24 months) experience and working knowledge of the AFMS RDA process and Joint medical funding processes, including its key components such as the Armed Services Biomedical Research Evaluation Management (ASBREM), JTCGs, and the Medical Research and Materiel Command (MRMC).

  • Recent (within the last 24 months) experience and working knowledge of the SBIR and AF 1067 processes

General Requirements

  • 10 years' experience working within the DoD, DHA, AF, or AFMS organizational structures. At least one year of the 10 years will include executive level experience such as AF MAJCOM.

  • 5 years' experience in written and oral communications for/to senior leaders O-6 and above.

  • 4 years' experience in the use of Microsoft Office 365, to include Teams, Word, PowerPoint, Excel, Outlook, OneNote, and Access

  • Possess completion of Defense Acquisition University (DAU) Courses: ACQ 0030 Overview of Acquisition Ethics, RQM 1010 Introduction to Joint Capability & Development Systems, RQM 1100 Core Concepts for Requirements Management, (ACQ) 1010, Fundamentals of Systems Acquisition Management, (ACQ) 2020, Intermediate Systems Acquisition, part A (ACQ) 2030, Intermediate System Acquisition, Part B or equivalent i.e. Intermediate Medical Acquisition IMAC Course) In-Residence or complete within 90 days of on boarding.

  • Recent (within the last 24 months) experience with Task Management Software such as TMT and DCS systems
