The City of Irvine seeks a passionate and motivated individual to join the Irvine Police Department's Crime Analysis Unit as a Crime Analyst. This is an exciting opportunity for someone with exceptional communication, analytical, and critical thinking skills.


The Crime Analyst will be responsible for compiling and reviewing data regarding criminal activity; systematically analyzing data to identify and formulate conclusions about crime trends; assisting in the development of strategies and methods for the prevention and suppression of criminal activities; and preparing and disseminating statistics and reports to facilitate departmental planning. The Crime Analyst will work in collaboration with Operations, Investigations, and Public Safety Command Staff.

The Crime Analyst will demonstrate their experience in the Crime Analysis field to identify crime trends, patterns, and potential subjects of interest based on local and regional crime information. The Crime Analyst will also have some responsibilities for backing up staff working in the Real Time Crime Center and tracking events and calls in order to utilize camera feeds, license plate readers, and other analytical software to provide situational awareness to police personnel and detectives in the field.

This Crime Analyst position will have technical and functional expertise in crime analysis methods and related technology and be able to function with a high degree of creativity, initiative, and independence. The selected candidate will demonstrate their experience performing systematic analysis including research, statistical analysis, pattern detection, correlation, and forecasting. The selected candidate will be able to explain patterns and develop recommendations for a wide range of audiences including police managers and leaders, patrol operations, investigations, neighborhood associations, school district leaders, probation departments, as well as state and federal agencies. The selected candidate will have excellent interpersonal, presentation, and collaboration skills.


Your Impact
  • Develop and maintain manual and automated systems for storage and retrieval of crime information; manage the data maintained for ease of access and clear portrayal of trends.
  • Prepare a variety of reports, including statistical reports, and local, state and federal mandated reports.
  • Perform first line supervisory functions including ensuring part-time Crime Analysis staff follow department procedures, monitor team workload, and manage responses to requests for the Crime Analysis Unit.
  • Initiate and disseminate crime analysis reports and bulletins for patrol and investigations.
  • Collaborate effectively with all levels of public safety staff and other stakeholders to assess Crime Analysis Unit needs and priorities.
  • Develop agency tactics, strategies and planning in response to crime trends.
  • Troubleshoots technical issues and ensure operational effectiveness of technology utilized in the Crime Analysis Unit.
  • Develop and maintain liaison with other law enforcement agencies and analysts to sustain knowledge of regional crime trends and patterns.
  • Stay up to date with current best practices and procedures for crime analysis, Real Time Crime Centers across the nation, NIBRS reporting, RIPA reporting, hate crime reporting, and other law enforcement uses.
  • Identify current procedures in public policy, public administration and criminal justice, including the elements of crimes, and effective techniques and information sources for research, analysis and statistical analysis.

Minimum Qualifications
  • Bachelor's degree in criminal justice or related field with some experience in crime analysis or law enforcement dispatch center.
  • Crime and Intelligence Analysis certificate issued by an accredited university or recognized organization such as California Crime and Intelligence Analysis Association (CCIAA) or International Association of Crime Analysts (IACA)
  • Requires a valid California driver's license.
Best Fit
  • Two to five years working in crime analysis or law enforcement dispatch experience with progressive responsibility in a public or government agency conducting analysis of data from a variety of sources such as Computer Aided Dispatch, Records Management, and Automated Field Reporting systems.
  • Ability to perform mid-level to high-level data analysis including the ability to audit, deduce, assess, conclude and appraise in order to provide findings, tactical recommendations and actionable tasks related to the data.
  • Ability to utilize a wide variety of reference and descriptive data and information such as logs, bulletins, reports, maps, graphical presentations, staff reports, penal, vehicle and municipal codes, budgets, and policies and procedures manuals.
  • Ability to communicate effectively, orally and in writing, with Public Safety personnel, other agency personnel, budget officer, supervisor, command staff, city partners, and citizens.
  • Ability to prepare maps from spatial data by using Geographic information Systems software with the concurrent ability to conduct spatial analysis for patterns in criminal behavior, cellphone data. Provides recommendations for actionable tasks related to the spatial analysis.
  • Strong technology proficiency, particularly in Microsoft Office Suite, with a focus on Excel and data querying techniques, enabling efficient data manipulation and analysis to drive informed decision-making within the organization.
  • Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
  • Ability to perform mathematical calculations involving basic algebra, geometry, calculus, and inferential statistics.
  • Maintain strong communication and marketing skills while delivering exceptional service to our culturally diverse community.
  • Ability to thrive in a fast-paced environment working with a team as well as independently.
