Job Summary

The Manager of Payroll ("Manager") is a member of the Finance leadership team and has shared accountability for the success of the function working in close collaboration with Human Resources. Under general supervision, the Manager oversees the input and processing of the biweekly payroll for DHHA employees and those working at DHHA as Career Service (CSA) employees.

The Manager oversees the work of payroll staff (administrators) team to ensure successful payroll operations, compliance training, data analysis and reporting. The Manager routinely collaborates with leaders and employees at all levels of the organization as well as with Human Resources, General Accounting to ensure consistency and compliance. The Manager creates a team environment that enables and encourages cross training and collaboration with key stakeholders across the organization in order to ensure the employees of Denver Health are priority in all work being conducted.


Essential Functions:

Payroll Operations (40%):

  • Oversees the day-to-day operations of the payroll team to ensure that payments, deductions, contributions, corrections, timecards, terminations, etc. are processed timely and accurately and that the payroll balances. This includes but is not limited to establishing the workflow ensuring and standard operating procedures, practices, and policies are maintained, and monitored to ensure the efficient operation and support employees and patient care and answering employee questions.

Regulatory Compliance (20%):

  • Establish, implement, and maintain plan to ensure that payroll procedures and outcomes adhere to relevant laws, regulations, guidelines, and specifications. Research payroll regulatory changes within the industry and the Internal Revenue Service (IRS), assess the implications and report on and make recommendations for action/implementation resulting from those changes. Coordinates the requests for payment of unemployment tax. Issues W-2s and other required reports. Coordinates projects that relate to payroll deductions and interfaces with the general ledger or other systems.

Strategy and Planning (15%):

  • Collaborate with key stakeholders to establish the direction and implement short and long-term priorities for payroll, processing and compliance in alignment with the strategic objectives of DHHA. Make recommendations and drive

Data Analysis and Reporting (5%):

  • Analyze data and prepare reports for all activities within payroll operations, including but not limited to completeness and accuracy of ach payroll, accumulated paid time off for employees, fluctuations and discrepancies in balances, net pay, taxes, benefits, and City of Denver payments, uncashed payroll checks and general ledger recording.

Systems Administration and Upgrades (5%):

  • Provide subject matter expertise to assist in implementing system upgrades, troubleshooting system problems and/or breakdowns. Test system changes prior to implementation, document outcomes, processes and procedures.

Policy and Procedure (5%):

  • Monitor and document all payroll practices and procedures, regularly reviewing to ensure currency. Communicate changes in policy and/or process to the team and employees across the organization.

Employee Training (5%):

  • Conduct staff training to communicate how report time worked, how the payroll system works, as well as any change in applicable payroll practice or system functionality. Updates the PULSE intranet site and policies and practices to document and communicate approved changes.

Staff Management and Stakeholder Collaboration (5%):

  • Oversee the activities of the staff which includes but is not limited to sourcing, hiring, and training new team members, creating and managing schedules, evaluating performance, and providing coaching to engage and motivate team members, identifying and applying career advancement opportunities for team members, and helping to resolve employee issues and disputes.
  • Create a team environment that enables and encourages cross training and collaboration with key stakeholders across the organization in order to ensure the employees of Denver Health are priority in all work being conducted.


Education:

  • Bachelor's Degree In Finance, HR or related field Required or
  • Four additional year's of payroll experience in lieu of bachelor's degree


Work Experience

  • Five years' payroll experience Required and
  • Two years supervisory or lead experience Required and
  • Experience in a large, complex organization preferred.


Knowledge, Skills and Abilities:

  • Knowledge of payroll functions, processing procedures, and payroll systems and software.
  • Excellent verbal and written communication skills. Ability to convey complex information regarding payroll to others who may not be technically proficient, in an understandable way.
  • Ability to understand, analyze, and perform complex payroll transactions, time & attendance calculations/corrections, and tax calculations using Workday, Lawson, API, and federal/state tax guidelines.
  • Ability to maintain confidentiality with all Payroll and HR Information, HIPAA and Private Health Information (PHI) related to Denver Health employees, both current and former.
  • Ability to continually process payrolls in cycles, and meet all required deadlines.
  • Extensive knowledge of payroll regulations for Colorado.
  • Attention to detail is very important.
  • Knowledge of Microsoft Office Suite required.
  • Knowledge of Workday and API Time and Attendance.
  • Knowledge of Report Writing Tools such as Crystal Reporting.
  • Knowledge of file transfer software.
