AVP, University Registrar
American Public University System

The AVP, University Registrar is responsible for the management of all students' academic records. Manages all student, registration, grade, and academic records for the University and in compliance with all applicable federal FERPA and state laws. The University Registrar provides critical leadership to the operation of teams within Registrar Services. S/he will work with the Assistant Registrar/AVP Registrar Services on all aspects of performance management, data management, student records maintenance. The University Registrar will analyze problems and work with staff to find solutions. The University Registrar will need to have strong communication skills to ensure there continues to be a dynamic and engaging environment. This is a full-time, exempt remote position that will require some travel.

Responsibilities:

  • Provide strategic and operational leadership for Registrar Services.
  • Provide leadership in developing and implementing current and new policies for the University.
  • Interpret, communicate, monitor, and implement current policies and procedures in a fair and equitable way for students.
  • Maintain university data flows with the National Student Clearinghouse for data managed by Registrar Services.
  • Ensure efficient fulfillment of all transcript requests.
  • Ensure efficient fulfillment of all enrollment verification requests.
  • Ensure efficient fulfillment of all background investigations.
  • Manage the university's academic probation and academic dismissal policies.
  • Maintain the metrics for all services and tasks processed within Registrar Services.
  • Develop and implement annual budgets for the Registrar Services.
  • Ensure processes are being managed appropriately so that all Service Level Agreements are maintained across all teams within Registrar Services.
  • Ensure Registrar staff receives appropriate professional development and system training.
  • Support the institutional efforts to ensure the integrity of the Student Information System.
  • Perform due diligence and implement new technologies to enhance productivity, quality control and the student experience.
  • Serve as a decision-maker on various student appeals and student escalations.
  • Participate in the university commencement exercises.
  • Collaborate with department leaders to develop professional development and training opportunities for team members.
  • Participate and lead project management efforts for projects initiated within Registrar Services or by Academic Leadership that require cross-institutional coordination; coordinate system testing for teams within Registrar Services.
  • Provide oversight for the management of vendor relationships within Registrar Services
  • Manage the business processes within the department are efficient and effective to ensure that we're complying with policies and laws while meeting our student's needs.
  • Maintain and manage the Registrar's relations with our ArmyIgnitED POC and ensure compliance with GAE policies and Service Level Agreements (SLAs)
  • Maintain and manage the Registrar's relations with our Air Force Portal (AI) POC and ensure compliance with AI policies and Service Level Agreements (SLAs)
  • Ensure compliance with all NCPDLP, SMOLA, and NCMIS military portal requirements.
  • Ensure compliance with all DOD MOU requirements concerning program grandfathering for military students.

Requirements:

  • Registrar's office experience preferred.
  • Minimum 3-5 years of successful supervisory and management experience in a complex higher education environment
  • Conducts work with strong personal and professional ethics and integrity.
  • Demonstrated leadership skills with the ability to anticipate situations and provide appropriate support to staff and peers.
  • Substantial knowledge of higher education's record-keeping practices, students' rights concerning confidentiality, rules, regulations, procedures, online learning structure, purpose, and student development and learning theories.
  • Well-developed organizational and administrative skills to prioritize projects in a fast-paced environment, including multiple projects and deadlines to complete in a timely manner.
  • Knowledge of the latest technological developments in higher education preferred.
  • Strong analytical skills to gather and analyze data, reason logically, draw valid conclusions, and make effective decisions/recommendations for self and staff.
  • Excellent written and verbal communication and customer service skills.
  • Demonstrates accuracy, thoroughness, and monitors own work to ensure quality.

  • Master's Degree
