Job Description

SUMMARY

Provide application development and programing support and services for the United States Army Medical Research Institute of Chemical Defense (USAMRICD) Office of the Chief Information Officer (CIO)/S6. Developer tasks are based off prioritized custom development projects which will be provided by the government. The government has a priority for custom development support and the modification of SharePoint sites with custom code and to upgrade web sites to the latest supported SharePoint platform.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Design, Development, and Implementation of .NET and C# applications.
  • Provide any and all phases of software design and development including deployment to test case and regression test case.
  • Support all facets of custom application development using .NET/C# and related technologies according to S6 approved user requirements. Application development, maintenance, and support take place on a variety of platforms (internal, external, NIPRNET extranet environments, Microsoft SharePoint environments).
  • Work from the S6 work queue to coordinate their priorities S6 Project Manager, agree upon timelines, and coordinate with the customer as needed.
  • Analyze and solve problems, determine source of problems (e.g., application issues or user error).
  • Design, deploy and maintain custom web sites and applications.
  • Independently work with users, requirements analyst and team members to identify and resolve application issues by corrective actions.
  • Develop and execute test plans, test scripts and test scenarios for existing application enhancements based on documented change requests.
  • Resolve all known defects prior to user acceptance testing.
  • Provide custom reports for executive level staff.
  • Ensure projects are on track with due dates, testing, documentation, training and communicating with stakeholders and management.
  • Coordinate with the S6's Cybersecurity team to ensure all cybersecurity requirements are applied to applications and information systems.
  • Support testing in a separate staging environment prior to deployment by assisting clients with testing, verifying requirement and the Government Project Manager, and ensuring the application, application changes, or updates conform to the initial requirements and any Government Project Manager approved changes.
  • Develop and author detailed test procedures, including test cases and regression test cases for each proposed product release.
  • Provide application updates/modifications within the government approved timelines.
  • Submit all code into Team Foundation Server (TFS) (or equivalent system) within two (2) business days of deployment. Project development effort times based off S6 requirements.
  • Provide a status report to the USAMRICD COR every Wednesday on projects.
  • Maintain regular and punctual attendance.
  • Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES

Oversee contract work, in an on-site capacity. This may include coordination with USAMRICD departments to resolve any issues that may arise, trends relating to the contract or proposed changes or modifications to the contract. This position supports on-site management of the contract, and enforcing work standards, assigning schedules, reviewing work quality.

MINIMUM QUALIFICATIONS

  • Five (5+) plus years hands-on technical and management experience with Web Development and SharePoint Development, computer systems, information systems and data communications.
  • Required Certifications (certifications must be maintained for the duration of employment):
    • DoD 8570.01 M IAT Level II Baseline Developer Certification Required such as (Security + CE or equivalent as specified in DoD 8570.01 M)
    • For the DoD 8570.01 M IAT Level II Computing Environment certification requirement, one or more of the following certifications is also acceptable:
      • Certified Microsoft Web Developer,
      • Microsoft Certified SharePoint Developer,
      • Microsoft Certified Solutions Associate (MCSA),
      • Microsoft Certified Solutions Expert (MCSE),
      • Microsoft 365 Developer,
      • Microsoft Certified Power Apps + Dynamics 365 Developer,
      • Microsoft Certified Microsoft Dynamics 365 + Power Platform Solution Architect,
      • Microsoft Certified Dynamics 365: Finance and Operations Apps Developer,
      • Microsoft Certified Dynamics 365: Finance and Operations Apps Solution Architect.
  • Must have and be able to maintain a SECRET Clearance. (U.S. Citizenship Required)
  • Must obtain and maintain any necessary security access and/or background checks.

DESIRED QUALIFICATIONS & SKILLS

  • Bachelor's degree in Computer Science or related field is preferred.
  • Management and Technical experience meeting tight development schedules within the prescribed project times as projected by the development team.
  • Ability to support multiple development projects simultaneously on a weekly basis.
  • Management experience to support the development of a monthly status report regarding application development, testing and deployment activity.
  • Provide written insight to developer tasks based off prioritized custom development application and SharePoint projects as well as a summary of any management activity such as meetings with customers.

WORK ENVIRONMENT

Work is performed in a hybrid setting. Employee will work remotely and, in an office setting in Aberdeen Proving Ground, MD. Employee will be exposed to a wide variety of people in differing functions, personalities, and abilities. Work performed at the Secret level, can only be performed at the primary work location following all security guidelines.

PHYSICAL DEMANDS

Position consists of sitting for long periods of time, using hands/ fingers, handling, reaching with hands and arms, speaking, or translating. Periods of walking, standing, bending, kneeling, stooping, crouching, and lifting equipment weighing up to 30 pounds. Moderate to extended periods of office work with heavy periods of computer usage.
