Job Description

Position Summary:

IEM is looking to bring on a Full Time- Cost Estimator who would be under general supervision from the Program Manager, to provide technical expertise to analyze project specifications, review historical data, and collaborate with various teams to prepare comprehensive cost estimates. The incumbent may be called upon to provide support and assistance to address issues and concerns outside areas of assignment.

The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.

Primary Location:

  • Candidate must live a commutable distance to Guaynabo and Santurce, PR.
  • This is an in-office role, and candidates must be willing to commute to the office.

Travel Requirements:

Essential Functions:

  • Demonstrates strong leadership and managerial competencies, including integrity, accountability, communication skills, and commitment to teamwork and excellence in responsibilities.
  • Developing cost estimates from existing scopes of work (method of repair/reconstruction) for disaster-related repairs and reconstruction of infrastructure, roads, and/or public facilities.
  • Develop and research statistical tools and estimating methodologies based on historical systems acquisition cost schedules and technical and programmatic data.
  • Continuously evaluate and improve cost analysis processes and methodologies.
  • Support cost-estimating activities for major acquisitions and coordinate those activities with the IEM Procurement Team.
  • Identify potential challenges or risks that may impact cost estimates.
  • Collect and analyze data to assess the time, money, materials, and labor required to manufacture a product, construct a building, or provide a service.
  • Create effective monitoring tools to ensure compliance with the cost analysis of procurements.
  • Provides high-level technical/administrative guidance on work requirements and methods.
  • Periodically review documents relevant to procuring all supplies, equipment, and services and ensure compliance with the client's Procurement practices and applicable local, federal, and state laws.
  • Conducts evaluations of proposals, offers, and bids following internal policy and external local, state, and federal regulations.
  • Makes recommendations on policies and procedures as needed to ensure the success and compliance of all procurement-related activities.

Minimum Qualifications:

  • Bachelor's degree from an accredited college or university in Construction Management, Engineering, or a related field (or equivalent experience), acquisitions, purchasing/supply management, accounting, finance, economics or closely related field.
  • Three (3) years of full-time experience in financial analysis, cost analysis, construction industry or a related role.
  • A Master's degree from an accredited institution in a qualifying field may substitute for two (2) years of the required experience.
  • Strong proficiency in financial modeling, data analysis, and Excel.
  • An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to perform the duties and functions of this position effectively may be considered.
  • Understanding of accounting, data and risk analysis, research methodology, and estimation metrics is vital.
  • Ability to work independently and as part of a team.

Preferred Qualifications:

  • Proficiency in construction estimating software and Microsoft Office Suite.
  • Experience in cost estimating for electric utility projects.
  • Certified Professional Estimator (CPE) certification from the American Society of Professional Estimators (ASPE) is preferred.
