Nisga'a CIOPS provides hands-on experienced services to civilian and DoD programs worldwide. Delivering highly skilled, cleared personnel who provide services on five continents for a portfolio of customers.

Summary:

The HR Employee Specialist Lead for the Central Office Human Resource office (COHRO) will support the Bureau of Prisons (BoP) contract. This role will be responsible for providing guidance, support, and mentorship to the team, as well as leading initiatives. The ideal candidate will have a strong background in HR, excellent leadership skills, and a passion for delivering high-quality HR services to employees.

Responsibilities

Essential Job Functions:

    Lead and manage a team of HR Employee Specialists, including assigning tasks, providing training and development opportunities, and conducting performance evaluations.
  • Serve as the primary point of contact for complex employee relations issues, providing guidance and support to HR Employee Specialists and managers as needed.
  • Will gather appropriate paperwork to initiate request for reciprocity approval and following BOP internal protocols.
  • Work with program managers to ensure potential contractor paperwork is complete and ready for further processing.
  • Work with the Drug-free Workplace Coordinator to schedule potential contractors and applicants for urinalysis testing either on or off-site.
  • Coordinate appointments with potential contractors and applicants to collect fingerprints and possibly enter information into the CAS fingerprint system. Coordinate/conduct applicant interviews.
  • Obtain and complete request for purchase form.
  • Will prepare files for final review and approval and file in accordance with internal procedures. Provide customer service to program managers regarding status updates and/or requests for information via telephone and/or email, etc.
  • Initiate, review, reject and release background investigations for contract and volunteer applicants through the Electronic Questionnaires for Investigations Processing (e-QIP) secure portal managed by the Office of Personnel Management.
Qualifications

Necessary Skills and Knowledge:

  • Strong leadership skills with the ability to motivate and inspire team members to achieve their full potential.
  • Proficiency in HRIS and other relevant software applications.
  • Excellent communication and interpersonal skills, with the ability to build rapport and establish trust with candidates and clients.
  • Detail-oriented with strong organizational and time management skills, able to manage multiple priorities and deadlines effectively.
  • Proficiency in Microsoft Office Suite and Adobe Acrobat.
  • Ability to thrive in a fast-paced, dynamic environment and work effectively both independently and as part of a team.

Minimum Qualifications:

  • Bachelor's degree in human resources, business administration, or in a related field OR equivalent years of experience in lieu of degree.
  • Two to four years of experience in recruitment, staffing, or a related field.
  • Ability to pass a background check.
  • Must be able to obtain/maintain a Public Trust level clearance.

Preferred Qualifications:

  • Professional certification in recruitment or human resources (e.g., PHR, SHRM-CP) a plus.
  • Delegated Examining Unit Certification preferred.

The salary range for this position is $101,929.40 to $111,929.40 per year.
