SUMMARY STATEMENT
The Proposal Writer has accountability and ownership for the development and delivery of high quality, written proposal content for a wide range of opportunities. This is a highly visible role that works closely with senior leadership, capture and proposal managers and personnel, and operations management to write, edit, review, and produce winning proposals. The Proposal Writer must be creative, detail-oriented, and have excellent written and interpersonal communication skills, be able to work independently and thrive in a fast-paced environment.

ESSENTIAL DUTIES & RESPONSIBILITIES

Proposal Development Support - 85%
* Writes responses to Requests for Proposals, Request for Quotes, Requests for Information, and other federal government and commercial requests.
* Creates compliant, compelling responses for assigned proposal sections/topics
* Creates associated graphics, charts, tables, appendices, and other information in support of proposal development
* Creates conceptual graphic ideas and collaborate with creative designers/proposal coordinators for final graphics
* Reviews and edits proposal responses for consistency, compliance, win theme incorporation, solution accuracy and other elements during regular and core team review cycles to create the final proposal submission
* Researches relevant corporate, project, client and industry statistics and data in support of creating proposal responses
* Interviews subject matter experts for detailed information for accurate response writing and be able to draft a response from it in a concise, logical manner that meets the RFP requirements
* Assists in developing strategic proposal win themes and discriminators and incorporating into executive summaries and other response sections
* Supports storyboarding of proposal sections in collaboration with capture, proposal management, and other writers

Post-Proposal - 10%
* Updates proposal databases and repositories as appropriate for reuse
* Assists Proposal Manager with evaluating new writing and collaboration tools, and refining proposal development processes and best practices

Performs other duties as the supervisor may, from time to time, deem necessary - 5%

REQUIRED QUALIFICATIONS
* Bachelor's degree in related field or 5 years of work-related experience can be used in lieu of education requirement
* 3+ years of experience as a Proposal Writer, preferably in the federal health sector
* Excellent proposal writing skills, as well as the ability to communicate and collaborate effectively with senior leadership and technical subject matter expert resources
* Advanced writing skills in English including grammar, punctuation, style, and editing
* Experience reviewing and editing work products written by other team members
* High-level attention to detail and organizational skills
* Ability to work independently under minimum supervision in a fast-paced environment
* Experience in or working in/with the federal/state government sectors
* Proficient in using Microsoft Office (Word, Excel, PowerPoint) and proposal collaboration and document management tools (SharePoint, Teams, Zoom)

PREFERRED QUALIFICATIONS
* Shipley Method (or equivalent) experience


This opportunity is open to remote work in the following approved states: AL, AK, FL, GA, ID, IN, IO, KS, KY, LA, MS, NE, NC, ND, OH, PA, SC, TN, TX, UT, WV, WI, WY. Specific counties and cities within these states may require further approval. In FL, PA, TX and WI, in-office and hybrid work may also be available.

The Federal Government and the Centers for Medicare & Medicaid Services (CMS) may require applicants to have lived in the United States for a minimum of three (3) years out of the last five (5) years to be employed with the Company. These years of residence do not have to be consecutive.
