Overview

Nakupuna Consulting is seeking a Management Analyst IV - Scheduler/Risk Manager to provide data analysis, complex problem-solving, and leadership supporting the execution of a large size, multi-year contract to the Integrated Personnel and Pay System - Army (IPPS-A) Army Military Payroll (AMP). Nakupuna Consulting is extending contingent offers for this effort in anticipation of contract award, which is expected in May of 2024. The Scheduler/Risk Manager will serve as an expert-level business analyst by analyzing organizational frameworks, identifying weak points, and proposing improvements. The Scheduler/Risk Manager will then measure the effectiveness of the improvements in execution. The Scheduler/Risk Manager will be responsible for producing management reports for implementing management procedures and will report data findings to the Program Manager as well as the Army client. Mentorship of junior staff-members will also be an element of this position, and the Scheduler/Risk Manager should be willing to collaborate and coach team members across the AMP program.

Responsibilities

    Record and manage project tasks and resource requirements in an Integrated Master Schedule (IMS).
  • Routinely update full-scale project plans, report on project status, and forecast whether project will be delivered on-time.
  • Design and implement and overall risk management process for the program, including documentation and analysis of risk impacts and mitigation strategies.
  • Prepare risk management reports and communicate external risks to clients and government stakeholders.
  • Monitor, track, and report on changes to technical requirements, business processes, and integrated technology and systems across the project; communicate changes to project scope and schedule as a result of identified changes.
  • Conducts evaluation of existing business processes for the purposes of identifying and Apply PMI Project Management principles for managing, communicating, and reporting on project goals, schedule, scope, risks, and changes for client deliverables.
  • Interface directly with client project managers and technical staff.
  • Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
  • Work with technical staff to interpret, organize, and draft supporting documents for client meetings and presentations.
  • Identify, analyze, and interpret trends or patterns in complex data sets to create reports and professional documents that communicate project status to both internal and external stakeholders.
  • Analyze business processes and identify opportunities for improvement.
  • Develop and distribute documentation to internal and external stakeholders to build understanding of technical concepts.
  • Work with team management to prioritize business and information needs.
  • Use judgement to select the best communication medium to convey content; may include use of graphics, diagrams, charts, etc.
  • Standardization of content with a high level of attention to detail allowing for delivery of documentation with minimal error.
  • Participate in client and milestone meetings to maintain ongoing awareness of project status.
  • Demonstrate problem solving skills when facing impediments.
Qualifications

Education and Experience: Bachelor's degree with 6 or more years of experience within the federal government, DoD, Army, or IC and/or private sector preferred. PeopleSoft, Workday, or other ERP experience a plus.

Skills/Qualifications: Certification in SAFe Lean Portfolio Manager preferred. Microsoft Office Suite experience.

Clearance Requirements: This position requires a current Secret clearance. Must be a U.S. Citizen.

Work Location: Work location will be in the D.C., Maryland, Virginia region.

Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements.

  • Ability to lift up to 25 pounds
  • Ability to use stairs without assistance
  • Ability to perform repetitive motions with the hands, wrists, and fingers
  • Ability to engage in and follow audible communications in emergency situations
  • Ability to sit for prolonged periods at a desk and working on a computer
  • Ability to stand, sit, walk, lift, carry, reach, kneel, crouch, bend and climb a step stool/ladder
