DUTIES AND RESPONSIBILITIES

The following represents the majority of the duties performed by the position but is not meant to be all inclusive nor prevent other duties from being assigned when necessary.

1. Complies with DOT and OSHA health, safety and environmental requirements and follows safety philosophy and procedures developed by the Company including: applicable environmental, health and safety rules, procedures, and accepted safe work practices, the use of appropriate personal protective equipment and safety systems, and the reporting of workplace hazards and injury or illness arising from workplace activities; observes the workplace to identify conditions or behaviors that should be corrected and takes appropriate action.

2. Evaluates any construction or demolition plans by external parties which would encroach on the pipeline; collects input from internal personnel regarding the effect of plans on the pipeline.

3. Develops alternatives to eliminate the encroachment and/or develops engineering and operational plans to mitigate the encroachment by relocating the pipeline, providing additional protection, or other means.

4. Communicates results of internal evaluation to third parties; assists in the development of an encroachment agreement to permit encroachment under specific conditions and gets the third party to approve the agreement.

5. Prepares estimates of costs, materials, and time to complete for new construction projects. Prepares Authorizations for Expenditure (AFE) for capital and expense projects.

6. Performs field surveys, prepares bid packets and bidder lists for engineering and construction services needed to complete the project.

7. Evaluates bid responses and recommends the selection of external contractors to complete the project.

8. Coordinates the process for selecting material and service vendors.

9. Creates requisitions or purchase orders for materials and services to complete the project and monitors timely delivery to the construction site.

10. Conducts pre-construction meetings with contractors and governmental agencies to resolve issues prior to the start of a construction project.

11. Provides direct guidance to construction inspectors at job sites. Provides guidance to the project implementation contractors through meetings and on-site guidance.

12. Develops drain down and refill procedures and communicates the procedure to affected parties.

13. Monitors the costs and schedule of a construction project and takes corrective actions to ensure that projects are completed on schedule and under budget.

14. Verifies and approves time sheets, expense reports, and invoices relating to the project.

15. Compiles information and prepares reports regarding the status of projects.

16. Negotiates right-of-way claims with landowners to resolve right-of-way concerns associated with construction projects.

17. Assists in the development of procedures and specifications for use within the Company's pipelines.

18. Supports operations and other engineering disciplines in the planning and execution of smaller projects.

REQUIREMENTS

Education and Experience:

* A Bachelor's degree in mechanical, civil, or petroleum engineering and a minimum of five years' prior construction engineering experience is required with a minimum of two years' occurring within the pipeline industry.

Knowledge, Skills and Abilities

* Ability to actively engage in safe behavior and understand and follow the principles and methods related to pipeline and workplace safety as established by the Company.

* Knowledge of emergency and safety procedures, policies procedures, equipment operating parameters, and all applicable DOT, EPA, FERC, DHS and OSHA requirements.

* Knowledge of pipeline and construction economics.

* Ability to operate computer hardware and proficiency in the use of Microsoft Word and Excel software is required to manage, record, and evaluate company information.

* Ability to investigate new technology to assist in more efficient problem-solving solutions.

* Well-developed analytical skills to evaluate designs and construction plans to modify the pipeline system.

* Well-developed verbal presentation skills to present and get agreement to encroachment agreements and construction plans from right-of-way landowners and government agencies and to communicate construction plans to external construction contractors and inspectors.

* Well-developed written communication skills to draft bid specifications for projects.

* Well-developed interpersonal skills to deal with external contactors and third parties.

* Ability to effectively manage multiple projects with varying degrees of urgency including the management of the annual budget.

* Well-developed communication skills to interact with management and employees at all levels to obtain stakeholder input, coordinate pipeline shutdowns, process invoices and expenses, provide input to legal documents, and discuss regulatory compliance and rights-of-way issues.

* Well-developed communication skills to interact with vendors, contract engineers, contract inspectors, property owners, government officials, railroad representatives and third parties to coordinate construction project work.

* Ability to effectively work and cooperate with supervisors, co-workers and vendors.

* Ability to follow corporate policies and the directions of supervisors.

* Ability to refrain from causing or contributing to the disruption of the workplace.

Qualifications

Education
Bachelors of Engineering (preferred)
