Background

Dexis implements the USAID/El Salvador Independent and Effective Justice System Activity (IEJSA) project whose goal is to increase the scale, scope, and quality of people-centered justice services for victims of crime, for people accused of crimes, and for Salvadoran communities. The project will strengthen public defense investigation capabilities and provide legal aid services in priority areas. The project will also strengthen existing crime victim assistance services by employing methodologies focused on victim welfare and protection. The project will support the integrity of the criminal justice process and promote coordination in the provision of judicial services at the local level. Finally, the project will support civil society to fulfill its role in safeguarding the independence of the judicial system by monitoring, investigating, and documenting instances where it is threatened. The project will also promote citizen participation and open justice through popular legal education and the creation of judicial system user committees.

IEJSA will engage one recruitment consultant to work with the IEJSA Operations team and lead recruitment and sourcing for up to eight (8) full-time positions for the IEJSA team. The anticipated period of performance is on or about April 3, 2024 through on or about May 3, 2024.

The scope of work for the recruiting consultant will include the following tasks:

  • Source Candidates: Source and find best candidates most suitable for each position
  • Candidate Screening and Shortlisting: Screen resumes to determine which candidates meet the minimum requirements, and share a short-list with the IEJSA team.
  • Scheduling: Lead communication with candidates to schedule virtual and in-person interviews with the IEJSA team.
  • Reference and Background Checks: Coordinate the reference and background checks. Conduct reference checks by verifying employment information and contacting the professional and personal contacts provided by the candidate using the Dexis Reference Check Template.

Qualifications:

  • Bachelors degree in human resources, organizational development, business administration or relevant field.
  • 4+ years of recruitment experience required.
  • Prior experience working in a fast-paced environment recruiting technical experts.
  • Strong networking, interviewing, and interpersonal skills.
  • Proven communication and networking skills including professional phone manner and ability to handle cold calling assignments.
  • Strong oral and written communication skills, be able to interact effectively, and in a professional, tactful manner with candidates, employees and senior management.
  • Metrics-oriented, analytical thinker who is able to analyze, interpret, present and act upon data.
  • Written and spoken professional-level Spanish is required.
  • USAID experience is preferred.
  • Strong computer and database application skills and proficiency with spreadsheets (Excel, PowerPoint, Word.)
  • A high level of confidentiality in handling employee information.
