Position Summary:

The PNT Cybersecurity Analyst III will support DoD CIO GPS/PNT Core Support Services enterprise goals, increase mission effectiveness, and deliver efficiencies. Additionally, the Cybersecurity Analyst III will design, develops, implements, or recommends cybersecurity control solutions that ensure protection of information and systems within the requirements of the CIO GPS/PNT Task Order.

Key Responsibilities:

  • Provides leadership and develops plans for researching and developing systems security policy, requirements, and guidelines and leads the development, publication, and maintenance (recurring updates) of related documentation to include providing GPS and PNT security guidance to systems developers and integrators.
  • Monitor the System TRANSEC Plan (STP) for GPS to ensure it remains valid and evolves over time as threats emerge and evolve.
  • Contribute cyber security perspective to assessments of initiatives and capabilities addressing navigation warfare (NAVWAR) to help ensure the availability of navigation capabilities to U.S. and allied nations while mitigating and/or defending against NAVWAR capabilities which potential adversaries may develop.
  • Develop, update and integrate new cyber security architectures/policies for the DoD PNT Enterprise.
  • Monitor the impact of Crypto Modernization 2 to Military GPS User Equipment: identify disconnects as the earliest time and develop proposed solutions.
  • Evaluate the cyber security benefits, vulnerabilities and remediations of moving elements of the overall GPS architecture into the Cloud via virtualization and other innovations.
  • Perform assessments and provide recommendations on GPS and PNT cyber security issues with a focus on ensuring GPS OCX is implemented and evolved in a cyber secure manner.
  • Research, review, and preparation of staff packages, briefings for waivers, and other exceptions to policy ensuring coherence with Joint Chiefs of Staff operating instructions and procedures.
  • Develop, maintain, and provide training courses addressing the PNT Enterprise. Present the course to Government and contractor personnel as specified by the COTR.
  • Conduct threat and vulnerabilities assessments associated with cybersecurity aspects of the DoD PNT Enterprise. This includes specifically those PNT capabilities inherent in enabling the operation of cybersecurity applications integral to information, communication, and command and control systems used by the DoD.
  • Additionally, the individual filling this CA III position will possess and apply expertise on multiple complex work assignments. Assignments may be broad in nature, requiring originality and innovation in determining how to accomplish tasks. Operates with appreciable latitude in developing methodology and presenting solutions to problems. Contributes to deliverables and performance metrics where applicable.

Required Skills and Experience:

  • Must have an active TS/SCI clearance to be considered for the position.
  • Must be willing to travel 20 % of the time.
  • Bachelor's degree or equivalent and 10 years of related experience working to protect and defend systems and networks from cybersecurity threats.
  • Meet the IAT Level II security certification requirements required by DoDD 8140.01-M, such as CompTIA Security +, CASP, or CISSP.
  • Demonstrate proficient writing skills to provide finished briefing products, fully developed correspondence packages and policy document reviews and recommendations.
  • The selected candidate should be familiar with the National Capital Region (NCR) and be knowledgeable of DOD (services, components, COCOMs, etc.) and the various players who are stakeholders in the Senior leader communications mission domains and with U.S. PNT stakeholders.
  • Possess strong working knowledge of Pentagon processes and offices.
  • Have strong technical expertise and skills using MS Office products (word, excel, teams etc.)
  • Demonstrate the ability to work productively with diverse organizations across the DoD, civil government agencies, other branches of government, and international representatives and agencies.
  • ability to work in a secure, confined location is required

Preferred Skills and Experience:

  • 3 years of experience with helping to mitigate Cyber vulnerability and defend PNT and GPS from Cyber threats preferred.
