LinQuest is seeking a highly qualified and motivated Senior Programs Analyst to support the Special Programs Division within the office of the Assistant Secretary of the Air Force for Space Acquisition and Integration (SAF/SQ) in Arlington, Virginia.

SAF/SQ has overall responsibility for Department of the Air Force (DAF) space systems acquisition and architectures oversight as well as integration of allied, civil, and commercial space capabilities into United States Space Force (USSF) architectures.

These responsibilities are carried out in close collaboration with the Chief of Space Operations (CSO) and the USSF staff. SAF/SQ also serves as the Space Service Acquisition Executive (SAE) and oversees and directs the activities of the Space Rapid Capabilities Office (SpRCO), Space Systems Command (SSC), and the Space Development Agency (SDA).

SAF/SQ's guiding objectives are to (1) drive speed into space acquisitions, (2) make our space architecture more resilient, (3) integrate our space architecture with other war fighting domains, (4) drive program management discipline across our acquisitions, and (5) ensure that space and ground acquisitions are time phased to optimize operational availability. Achieving these objectives requires a workforce with broadly diverse and deep skills in system engineering, program management, architecture analysis, program planning and budgeting, and executive level communications and support.

The Senior Programs Analyst directly supports the Execution and Congressional Branch within the SAF/SQ Special Programs Division. The Special Programs Division promotes innovative capability development and integration, and sensitive activities across all domains and military Services to meet warfighter requirements.

Responsibilities

  • Developing, justifying, and defending estimates of the resources required for the management of multiple program elements in multi-year-appropriated funds for several classified, unique Space Force efforts;
  • Assisting in monitoring active budget year appropriations, Continuing Resolution (CR) issues, funds distribution and various financial execution reviews to ensure effective obligation and expenditure of resources;
  • Preparing and compiling documentation in support of annual and statuary congressional Special Access Program (SAP) reporting;
  • Preparing and providing factual reference material and special reports for use during senior DoD briefings and Congressional hearings on related programs and issues;
  • Facilitating SAP-focused SAE congressional engagements and ensuring information is accurate, consistent, appropriately protected, and integrated for congressional engagements in collaboration with other Department of the Air Force stake-holder offices, including SAF/SQE, SAF/AQL, SAF/LL, and with DoD SAPCO.

Required Skills and Experience:

  • U.S. citizenship and an active Top Secret security clearance with SCI eligibility.
  • Bachelor's degree and relevant work experience with at least 2 years' experience in compartmented programs;
  • Demonstrated understanding of Security Compliance, Information Assurance, and compartmented Security, both from a technical as well as business process perspective;
  • Comprehensive understanding of DoD Planning, Programming, Budget, and Execution;
  • Excellent interpersonal and communication (oral and writing) skills;
  • Experience in using critical thinking to prepare written reports and presentations for executive-level officials;
  • Ability to plan, organize, lead, and execute studies or projects;
  • Strong proficiency with Excel and PowerPoint software applications.

Preferred Skills and Experience:

  • Working knowledge of Congressional budgeting process and Appropriations Committee staff engagements;
  • Master's Degree in finance, engineering, scientific, or technical field;
  • Experience working as a staff officer at Service Headquarters, Joint Staff, or Unified Combatant Command Headquarters;
  • Experience working with space systems.
