Responsibilities

Modern Technology Solutions Inc. (MTSI) is seeking a Senior Test Lead with extensive modelling and simulation (M&S) experience to provide Systems Engineering and Technical Assistance (SETA) support to the United States Space Force (USSF).

The candidate will support the USSF Test Enterprise in order to drive data-informed decisions at speed, maximizing the Service's flexibility and efficiency in delivering space-based capabilities for the Joint Force and the nation. A successful candidate is a self-starting proven leader and problem solver with the ability to deliver superior results as part of a high-profile, fast-paced environment, and who has excellent communication skills, and the ability to collaborate effectively with cross-functional teams.

Your essential job functions will include but may not be limited to:

  • Providing direct Test and Evaluation (T&E) management support and technical expertise to USSF organizations as required.
  • Applying T&E knowledge and experience to support the modelling of systems and subsystems for use in the NSSTC-D throughout their development, procurement, and sustainment activities throughout their life cycles; this includes pre/post award project/program T&E M&S tasks.
  • Familiarization with DoD, USSF, and USAF T&E regulations, processes, and procedures to support the design, planning, execution, and analysis phases of test programs and assess the performance of space systems, subsystems, and equipment, as they progress through the various acquisition phases and milestones.
  • Assisting in the designing, planning, execution, analysis and reporting phases of T&E programs (including any applicable certifications and procedures) to assess the performance of space systems, subsystems, and equipment as they progress through the various acquisition phases and milestones.
  • Assisting in reviewing/developing/updating applicable program documentation for T&E management requirements across the full spectrum of actions required to award contracts to include, but not limited to pre-award documentation, development of evaluation criteria, development of digital models, evaluation of space system contractor proposals to ensure compliance with programmatic requirements, and post-award documentation actions with a properly signed and approved Non-Disclosure Agreement (NDA).
  • Supporting development of documentation and presentation materials as requested or necessitated by programmatic limits based on cost, schedule, and performance.
  • Performing an advisory role, as required, for program space system contractor source selections on all T&E management related requirements.
  • Supporting all aspects of the platform enterprise and individual test program ITT activities as needed, including interaction with other test organizations including but not limited to platform Combined Test Force, Office Secretary of Defense or the Director of Operational Test and Evaluation, and the operational testers.
  • Recommending, assessing, and assisting in analyzing requirements and objectives as they apply to the NSTTC-D, T&E concepts, strategies, and plans.
  • Assisting with the Acceptance Test Procedures (ATP) for delivered items, models and hardware, and associated plans to include coordination of testing requirements with NSTTC-D, program office customers, contractors, and other agencies.
  • Providing technical analysis support in planning, conducting and participating in PMRs, TRRs, TIM, ICWG, SRR, configuration management reviews/audits, and other technical/programmatic forums as required.
  • Assessing, evaluating, and assisting in analyzing test strategies, requirements, and objectives for issues that specifically impact the availability, performance, safety, interoperability, or capability of the space system or subsystem.
  • Supporting the performance of tradeoff studies and recommending alternative test strategies for NSTTC-D or other approaches to the government.
  • Assisting with preparing, maintaining, updating, and reviewing the full range of test and test-related documentation to include the TEMP, Integrated System Test Plan, ITT Charter, PID, SOC, and all other test plans and reports, as required.
  • Providing recommendations on integrated data processing, software, M&S, and analysis considerations.
  • Assisting the Government with the determination of capability and availability of NSTTC-D, and other major DoD and civilian test resources and facilities and in scheduling and securing required test resources in support of USSF project/program office objectives.
  • Providing recommendations on NSTTC-D adequacy of data collection methodology, instrumentation, and procedures, format data to facilitate computer processing and analysis, and perform first and second-generation data reduction.
  • Providing NSTTC-D improvement recommendations to USSF officials applying working knowledge of data analysis using M&S techniques, computer simulations or other methods as necessary to recommend changes in testing techniques, procedures, or to identify potential areas for further investigation.
  • Maintaining overall knowledge of and stay up to date with test and evaluation best practices, trends, and emerging technologies, evaluating their potential impact on the NSTTC-D's development and employment strategies and possible implementation.

Qualifications

Required Experience:

  • Minimum twelve (12) years of T&E experience.
  • Minimum of five (5) years of experience in M&S application to T&E.
  • Minimum three (3) years of experience providing a lead engineering role for a relevant space development effort.
  • Defense Acquisition T&E Level III Certification or equivalent proficiency.
  • Experience in space test management, test program sets, test execution with test organizations, test resourcing and/or policy at Major Command or Air Staff level.
  • Experience with duties or assignments specifically in support of engineering relevant to space programs.

Desired Qualifications:

  • Experience in Multi-Domain/Multi-Level Security architectures.
  • Experience working on-site in a government client environment.
  • Experience with DoD Acquisition Lifecycle experience and/or Rapid Acquisition / Rapid Delivery experience

Education Requirements:

  • Bachelor's degree in engineering, mathematics, physics, or related scientific discipline.
  • Desired - Master's degree in related discipline.

Security Clearance Level Required:

  • Top Secret, SCI eligible (please note: U.S. Citizenship is required).
  • Eligibility for access to Special Access Program Information.
  • Willingness to submit to a Counterintelligence polygraph.

Location/Travel Requirements:

  • Full-time, on site in Colorado Springs, CO areas
  • May require travel up to 30% of time within the continental United States.

Compensation

The pay range for this position in Colorado is $156,900.00/year to $198,000.00/year; however, base pay offered may vary depending on established government contract rates, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. This information is provided per the Colorado Equal Pay Act.
