Job Description
Job Summary: The Director, Project and Business Development leads the development of renewable energy projects. Plans, coordinates, and manages large-scale capital projects state-wide from new business opportunity estimating stage to commercial and project completion relating to strategic initiatives and supply. Ensures quality and efficiency of project delivery by providing technical and business feedback, analysis, and support on all respective capital project assignments. Provides technical/laboratory assistance as it relates to renewable energy technology and research as needed as well as commercial support.

Responsibilities:
  1. Plans, formulates, and/or coordinates with the Sr. Director, Clean Energy & Innovation on all aspects of new business opportunities and project proposals regarding renewal energy, such as objective or purpose of project, applications that can be utilized from findings, costs of project, energy analysis, EPA issues, and equipment and human resource requirements.
  2. Reviews capital project requirements in collaboration with the Sr. Director or Executive Committee, and plans and prioritizes projects. Plans and formulates all aspects of the capital projects, such as development, planning, specifications/design, bid documents, cost estimates, regulatory requirements, time frame, funding sources and limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project. Submits or presents plan to Sr. Director or Executive Committee for approval.
  3. Conducts technical research and applicable testing to review new (renewable or carbon offsetting) gas supply opportunities to include potential renewable technology and LNG. Plans, directs, coordinates, and/or oversees, through middle management personnel, or personally performs department activities relating to the development and implementation of supply and logistics strategies providing the most cost effective and reliable supply statewide. Ensure proper supply inventory and reliable sources of supply. Integrates renewable sources into the supply portfolio for further processing/distribution.
  4. Effectuates work plan and staffing for each phase of project, focusing on front end phases, and arranges for recruitment or assignment of project personnel to include contractors. Ensures all required permits and necessary material and supplies are secured on a timely basis. Reviews and approves contractor plans and practices to ensure protection of system integrity and continuing service to all customers.
  5. Effectuates the implementation of renewable projects: conducting or assuming a significant role in the negotiation of contract proposals; performing as liaison with the supplier, developer, appropriate government agencies, and between internal departments (such as sales and operations).
  6. Performs as Project Developer and Manager for designated projects to include the following responsibilities:
    • Developing a cost-effective plan and schedule for completion of project;
    • Selecting and coordinates work of contractors and subcontractors;
    • Overseeing performance of contractors/subcontractors/consultants and reviewing technical drawings and plans to make sure all specifications and regulations are being followed;
    • Administering properly development/construction contacts and for obtaining all necessary permits and licenses;
    • Supervising personnel, reviewing their reports, checking on any reported difficulties, and correcting any safety violations or other reported deficiencies;
    • Tracking and controlling development schedule and associated costs to achieve completion of project within time and monies allocated.
    • Preparing and submitting progress reports and any necessary modifications of plans that seem indicated.
  7. Coordinates project activities with operations management, sales, human resources, and other company departments, government regulatory or other governmental agencies, or customer as appropriate.
  8. Reviews status reports prepared by project personnel or contractors and modifies schedules or plans as required. Prepares project reports including evaluation and recommendations regarding contractor performance for management or others. Reviews and approves contractor invoices. Turns over completed project to responsible manager.
  9. Practices and communicates the Company’s Desired Leadership Style; sets expectations for assigned personnel that promulgate its principles.
  10. Keeps current with laws, governmental regulations, trends and developments in this industry. Establishes and maintains contact with various trade and professional associations such as AGA, GRI, NPGA, WEI, ASHRAE and participates in various meetings and task forces with various organizations as approved by the Company.
  11. Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits, to include the reporting of any unsafe conditions or acts. Maintains all EH&S training on a current basis.
  12. Complies with all applicable MIC and Hawaii Gas policies and procedures.
  13. Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner.
  14. Performs all other related duties as instructed by supervisor/manager.

Minimum Education & Work Experience:

  • Master’s degree in Engineering, energy or related field.
  • 10+ years’ experience in the technical aspects of the gas industry, gas operations and bio-fuels.
  • Proven track record of developing and managing capital projects from concept through to implementation and commissioning; managing and coordinating team members to deliver the project on time and within budget constraints.
  • Demonstrated excellent business skills with proven technical competence to evaluate and resolve complex operational issues and performing research and development activities.
  • Demonstrated and unwavering commitment to safety. Demonstrated proactive, project-oriented individual with lateral, integrated, and strategic thinking.
  • Proficient in the MS Office suite of tools, especially Word, Excel and PowerPoint, and MS Project.

Preferred Education & Work Experience:

  • Working experience in a Union environment desired.
  • PhD degree in Engineering, energy or related field.

Required Licensure, Certification, Registration or Designation:

  • Valid Hawaii Driver's license.

Specialized Knowledge:

  • CAPEX
  • D.O.T. pipeline regulations; NFPA 58 and 59 and USCG 33 CFR.
  • Solid working knowledge of OSHA.
  • Understanding of local building codes UPC, UBC, Fuel Gas Code.
  • Ability to understand combustion theory for gas engines as well as heat exchange and transfer theory and bio fuels technology.
  • Understanding of basic chemistry and gas characteristics also important.
