Summary:

Lead Multimedia Programmer shall provide programming support throughout the Project Development life cycle phases that serve both the development and implementation of courseware and multimedia products. To support these activities, the contractor shall perform assigned tasks as specified at the task order level.

This position includes programming and multimedia support for training development projects at Fort Sam Houston, Texas, in support of the U.S. Army Medical Center of Excellence (MEDCoE).

Duties and Responsibilities:

  • The contractor shall provide programming and multimedia support for training development projects.
  • The contractor shall implement training applications on various computing platforms and equipment configurations using government-approved software development tools.
  • The contractor shall modify, test and/or program training products using government[1]approved multimedia applications.
  • The contractor shall design and modify code of interactive multimedia instruction to run in various user environments, such as CD-ROM, low-and high-bandwidth Internet, and networked electronic classrooms.
  • The contractor shall serve as consultant in selecting and recommending the proper combination of government-approved software programs and tools to meet complex learner need.
  • The contractor shall provide support for course SCORM implementation and learning management systems and other software programs identified in each individual task order.

Qualifications

  • Technical Certificate or Associates Degree with nine (9) years' experience. Experience may be considered in lieu of degree.
  • 3-5 years of experience supporting Training and Doctrine Command (TRADOC) Training Programs - US Army Medical Command (MEDCOM) and U.S. Army Medical Center of Excellence (MEDCoE) experience preferred.

Preferred Knowledge/Skills/Experience:

  • Programming skills and Capabilities:
  • Programming SCORM conformant content packages (3rd and 4th editions)
  • Multimedia/interactive content development
  • Technical maintenance of courseware in accordance with user environment requirements
  • Course programming
  • Interoperability with Learning Management Systems (LMS), such as JKO, AtlasPro, BlackBoard
  • Experience with Adobe Flash CS6 (ActionScript 3 programming)
  • Experience with Adobe Captivate
  • JavaScript programming including the JQuery Core API
  • JavaScript Object Notation (JSON)
  • Extensible Markup Language (XML) document and data encoding
  • Representational State Transfer (ReST) protocol
  • Simple Object Access Protocol (SOAP) information exchange
  • HTML and HTML5 markup languages programming, including CSS
