Job Description

Job Summary

The primary roles of the HSE Facility Manager is to manage and organize the facilities by budgeting and tracking all capital expenditures, utilities, and facility maintenance with environmental, health and safety compliance at the forefront of all processes and procedures.

Environmental Health & Safety Mgmt: Manages the environmental, industrial, health and safety regulation compliance for one or multiple facilities. Oversees the development, planning, and implementation of environmental, health and safety policies; develops procedures (chemical safety, ergonomics, illness and injury prevention, and building safety) used throughout the company. Ensures compliance with federal, state, and local regulations pertaining to environmental safety and handles all contact with appropriate agencies. Oversees licensed hazardous and radioactive waste disposal and monitors waste handling. Develops and oversees company training programs for employees in areas such as compliance training, lab/plant inspection, hazardous material handling, emergency response, industrial hygiene, and life safety. May be the point of contact for emergency personnel and manage workers compensation program administration. Ensures appropriate corrective action is taken where health and safety hazards exist. Selects, develops, and evaluates personnel to ensure the efficient operation of the function.

Facilities Mgmt: Manages the design, planning, construction and maintenance of equipment, machinery, buildings, and other facilities. Plans, budgets, and schedules facility modifications, including estimates on equipment, labor, materials and other related costs. Designs and develops organizational policies relevant to the facilities department. Oversees the coordination of building space allocation and layout, communication services and facilities expansion. May have responsibility for establishing and overseeing health and safety standards. Selects, develops, and evaluates personnel to ensure the efficient operation of the function.

Essential Duties & Responsibilities

HSE functions:

  1. Ensures the facility is compliant with all applicable HSE regulations (includes state of Maryland, federal and local).

  1. Establishes management systems that result in continuous performance improvement.
  2. Acts as site representative to external organizations, such as community organizations, industry groups and regulatory agencies.
  3. Develops tracks and actively monitors HSE leading indicators to proactively improve performance.
  4. Provides leadership for developing HSE Goals, Milestones and Targets.
  5. Holds monthly Safety Champion Meetings and collaborates with site leadership to set the site HSE vision, targets and milestones and holds all personnel accountable for results.

  1. Actively contributes to development of corporate standards and best practices.
  2. Sets clear standards, roles, responsibilities and expectations for employees in the HSE department.
  3. Actively develops HSE professionals.

  1. Ensures the site emergency response organization is effective and supported by site leadership.
  2. Ensures appropriate HSE training is conducted and remains effective.
  3. Leads the site's process for incident investigations.
  4. Promote implementation of Industrial Hygiene and safety aspects into the manufacturing process as part of the total job analysis.

  1. Develop and maintain the facilities ergonomic safety programs.

  1. Holds site personnel accountable for completing HSE related action items in a timely manner.

Facilities responsibilities:

  1. Respond to facility requests/tickets and personally close and/or coordinate with HSE/Facilities Coordinator to close facility request/ticket.

  1. Develop and track short and long term capital forecasts for facilities and equipment and provide monthly reports.

  1. Develop and track budgets for all electrical, gas, water, and any other utilities.

  1. Responsible for plant safety programs, EPA compliance and security requirements for the all plant facilities.

  1. Analyze existing facilities for proper performance, floor space usage, and provide leadership for modifications as needed.

  1. Develop reports as needed for meetings with Operations and other management on budgets, planning, facilities, equipment and safety.
Required Skills

Knowledge, Skills & Abilities

Education & Experience:

Requires at least 8 years direct experience in the Health Safety and Environmental (HSE) field with at least 5 years managing HSE and Facility programs.

  • Strong knowledge of HSE federal and state HSE regulations which may affect the plant site or its products.
  • Ability to set site vision, establish goals, develop site programs and drive implementation throughout the organization.
  • Working knowledge of Toxic Substance Control Act (TSCA) regulations it applies to a chemical manufacturing plant.
  • Strong communication skills, both written and verbal, are a requirement. Ability to communicate effectively to all levels of the organization.

Previous experience interfacing with governmental agencies strongly preferred.

Computer Skills: Basic PC knowledge, MS Word, MS Excel, MS Outlook, MS PowerPoint

Physical/Mental Demands & Work Environment:

Position involves sitting, standing and/or walking. Position requires ability to frequently exert up to 10 pounds of force to move objects and occasionally exert up to 20 pounds of force to move objects.

The noise level in the work environment is usually moderate. Ear protection occasionally required.

Work usually performed in air-conditioned office environment.
