The Program Manager has overall responsibility for one or more programs within the designated Business Unit(s). Responsibilities include, but are not limited to, primary oversight of client services, program(s) financial viability, addressing human capital matters and technology needs. Ensures the programs are compliant with licensing and/or contracts while meeting the agency and stakeholder needs and expectations. Provides direct, ongoing support to supervisory staff and program staff as needed Manages outcomes, goals and quality assurance for the programs under their supervision.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Supports and models the Vision, Mission and Values of LSS.
• Maintains positive working relationships with internal and external stakeholders.
• Analyzes policies and procedures to improve program efficiency and effectiveness.
• May assist in writing grants to develop new funding sources.
• Prepares and oversees the compilation of an annual budget and authorizes the expenditures of funds to ensure fiscally healthy program operations.
• Understands and communicates program(s) requirements per licensing and/or contracts to internal and external stakeholders.
• Works as part of a collaborative team to support the Continuum of Care across all Business Units.
• Performs duties as outlined on the attached Business Unit specific addendum (if applicable).
• May perform clinical supervision as needed for the business unit.
• Performs other duties as required.

SUPERVISORY RESPONSIBILITIES:
• Recruits, interviews, hires, trains, and assigns staff members or assists Program Supervisor with the process.
• Supports day to day functioning of Program Supervisors and/or Program Coordinators to ensure timely implementation and quality of the agency goals and strategies.
• Provides guidance and assistance to Program Supervisors and/or Program Coordinators in supporting their staff to ensure agency goals and strategies are meet.
• Ensures communication and implementation of agency-wide policies and procedures.
• Ensures effective use of human capital to meet best practice standards as well as ensure individual and staff safety.
• Respectfully addresses and resolves human capital issues including promotions, coaching, and other performance matters.
• Acts as a role model for employees to exemplify how to be an LSS Employee of Choice.
• Understands and communicates LSS mission, vision, values and best practices to all staff.

EDUCATION AND/OR EXPERIENCE:
Bachelor’s degree in social work, psychology, sociology or closely related field and at least 3 years of experience or an equivalent combination of education, training and experience in a similar role working in social services or closely related field is required. Experience should include three years working with a similar population. Supervisory experience is preferred. Master’s degree in related field is preferred.

Must have a valid driver’s license and have reliable transportation to perform the essential duties of the role; a motor vehicle check (MVR) with a satisfactory driving record per the LSS Driver Safety Procedure is required, and ability to meet LSS auto insurance requirements.
TRAVEL: Position may travel up to 50% of the time over the two state area. Most travel is day but may include some overnights.
