JMT is seeking a motivated individual who desires increasing responsibilities in designing and managing local and regional water and wastewater facility projects. The successful candidate will be responsible for technical leadership of facility and pumping station evaluations and designs, managing a supporting design team, and business development support functions in the Philadelphia (PA) metro area. Candidate must be well-versed across the potable water and wastewater disciplines with demonstrated design and management experience in water/wastewater treatment, pumping stations, pipelines, and improvements to each. Ideal candidate will have an entrepreneurial spirit and embrace the opportunities for growth within the local office and region to develop an exciting career within JMT's water practice.

Candidates must be capable of working on multiple projects in a dynamic, fast-paced team-oriented environment. Excellent written and oral communication skills are a must. A working knowledge of Federal, State and local jurisdiction design standards and permitting regulations is required. The preferred candidate shall be familiar with the policies, publications and practices of the City of Philadelphia, local municipalities, and Pennsylvania Department of Environmental Protection. A knowledge of available funding sources including PENNVEST procedures is preferred.

Successful candidates will be expected to effectively oversee, and mentor developing staff and perform and manage a variety of water/wastewater related engineering studies and designs. Work assignments may include, but are not limited to, the evaluations, designs, and construction engineering projects involving: water or wastewater treatment facility upgrades, rehabilitation, or rerating; pumping station renovations and modifications; pipeline condition assessment and rehabilitation; pipeline replacement; and other similar types of work to support our water / wastewater clients.

Assignments will be performed through a working knowledge of applicable design criteria, regulatory requirements, and standards and processes. The candidate will be expected to manage multiple design assignments, including oversight and direction of design staff and coordination with clients; prepare scopes of work and personnel hour estimates, developing/maintaining project schedules and budgets; analyzing and documenting critical design elements; coordinating with others to determine requirements and incorporating feedback.

Coordination with clients, contractors, outside consultants, government agencies, project stakeholders and JMT staff from multiple locations and technical disciplines is expected.

Essential Functions and Responsibilities

  • Assist in establishing and growing market presence in Philadelphia through marketing and business development
  • Support and collaborate with regional offices in Pennsylvania, Delaware, New Jersey and Maryland
  • Manage financial budget for project(s) and allocate resources accordingly
  • Lead, contribute and take responsibility for producing high quality proposals
  • Serve as a technical expertise resource to project managers and technical staff
  • Lead, contribute and take responsibility for project reviews, designs and delivery
  • Organize, facilitate and develop presentations for client interviews, project meetings, and JMT introduction meetings with prospective clients
  • Establish resources staffing needs for the section
  • Interview and hire staff
  • Perform performance reviews for staff based on input from project managers on assigned teams
  • Some travel required

Nonessential Functions and Responsibilities

  • Perform other related duties as assigned and warranted by the position


Required Skills
  • Knowledge and understanding of 2D and 3D design systems including Autodesk and Bentley products
  • Hydraulic modeling concepts and familiarity in water and wastewater conveyance systems
  • Contract Document preparation including plans, specifications and cost estimates
  • Proficient in MS Office Software
  • Manage projects including clients and technical staff


Required Experience
  • Pumping station evaluation and design
  • Water/wastewater treatment facility assessment and design
  • Water / wastewater conveyance, distribution, storage, and related experience
  • Pennsylvania multi-prime construction document preparation
  • Bachelor's degree in civil engineering or a related field from an accredited program
  • Professional Engineer License or equivalent
  • 14+ years' experience in specialized discipline of water and/or wastewater treatment facilities and pumping stations within the City of Philadelphia and the surrounding region
  • Project management and business development experience
  • Experience working with Philadelphia and regional water / wastewater clients preferred
  • Supervisory experience preferred

Working Conditions

Work is performed within a general office environment. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.
