Engineering Services Manager (PEN001957)

This position description is subject to change atany time as needed to meet the requirements of the program or company.

POSITION SUMMARY:

TheEngineering Services Manager (ESM) is responsible for all Engineering Flighttasks and requirements as defined in the Program Action Directive (PAD) 12-03plus any additional engineering services tasks and requirements as defined inthe contract.

The ESM shalldemonstrate interpersonal, analytical and communication (written and verbal)skills, and the ability to manage multiple tasks in a diverse and dynamicenvironment with short-notice under high pressure situations.

MAJOR JOB ACTIVITIES: Pleaselist by order of priority and, if possible, provide the percentage of timespent on the activity all should equal 100%.

  1. Manage others and complete engineering/maintenance work on-time and within budgets.

  2. Responsible for maintaining records,drawings, and files related to maintenance and engineering.

  3. Stay abreast of new technologies andwork with staff to incorporate in program.

  4. Oversee maintenance management system totrack work orders, spare parts, and maintain history of equipment.

  5. Providesleadership and oversight for installation comprehensive planning, projectprogramming, environmental planning, technical design, and constructionsurveillance for projects to maintain, restore, and upgrade base facilities andinfrastructure systems.

  6. Responsiblefor engineering and in-house study and design services performed by the StaffDesign Engineers/Architects.

  7. Responsiblefor engineering cost estimating services to include study, design,construction, maintenance, repair, landscaping, infrastructure, and facilitiesservices.

  8. Responsiblefor complete, cradle-to-grave project management and execution services.

  9. Ensurescomplete energy management services are delivered to the installation.

  10. Responsible for complete installationplanning and programming services as defined in AFI 32-1032 Planning andProgramming Appropriated Fund Maintenance, Repair, and Construction Projectsconducted by the programming staff.

  11. Ensure compliance with Federal, State,and Local government regulations

  12. Ensure that safety rules and OSHA requirementsare maintained.

  13. Monitors use and inventories of spareparts, maintenance supplies, and equipment; initiates re-ordering through staffas required.

  14. Work with outside vendors to completeprojects.

  15. Performs other duties and assignments asrequired.

MATERIAL & EQUIPMENTDIRECTLY USED:

Personalcomputer, MS Office, and other general office equipment.

WORKING ENVIRONMENT:

Work isgenerally conducted in an office environment and could include work at project locations.Duties, however, may involve work outdoors with potential exposure to extremeclimatic conditions.

PHYSICAL ACTIVITIES:

Work mayrequire stooping, climbing, prolonged standing, prolonged sitting, and workingwith or in areas where a potential exists for exposure to physical dangers andchemical or hazardous agents. May be required to wear Personal ProtectiveEquipment (PPE).



Qualifications

MINIMUM QUALIFICATIONS:

Education/Certifications: One year related experience may be substituted forone year of education, if degree is required.

  • Graduateof a four-year accredited engineering technology program preferred

Experience:

  1. A minimum of 10 years' engineeringexperience in support of an engineering section of a civil engineeringorganization at a major military installation, Air Force experience preferred.

  2. A minimum of 3 years' experience in asupervisory position

  3. Ability to obtain a DOD SecretClearance.

  4. Shall have and maintain professionalregistration as an engineer under the requirements of the New Mexico StateBoard of Licensure for Professional Engineers and Professional Surveyors(http://www.sblpes.state.nm.us/ as of 25 Sep 2016) or as an architect under therequirements of New Mexico Board of Examiners for Architects(http://www.bea.state.nm.us/ as of 25 Sep 2016)

Skills:

  1. Mustpossess excellent computer, interpersonal, and oral and written communicationskills.

  2. Workingknowledge of O&M work order management and asset/property managementsystems.

  3. Demonstratedknowledge in estimating processes/ techniques for determining labor andmaterials for design/ build, O&M and/ or logistics services.

SUPERVISORY/BUDGETRESPONSIBILITIES:

Supervises employeesdirectly and indirectly. Manages multiple Tasks.
