Quality Control Manager-San Antonio

Ahtna Design-Build's (ADB) Field Quality Control (QC) Manager is a field position acting as field quality control manager or site quality control representative for U.S. Air Force or other Federal Government agencies construction projects. The individual will provide the knowledge, skills, and experience to define, inspect, and document the daily work associated with ongoing construction projects to ensure that the work is being constructed in accordance with the established minimum standards and scope of work for the project. The Field QC Manager's role is to support the Corporate QC Program Manager, Project Manager, and others that are focused on the broader aspects of the project by providing focused effort on Quality of the physical work. The Field QC Manager reports directly to ADB's Director of Construction or his/her designee to assure a conflict of interest does not occur among the productivity, schedule, and the quality objectives of the project.

Essential Duties & Responsibilities
  • Work closely with the Project Manager, Superintendent, and other project personnel to be a resource that readily understands the quality requirements for each definable feature of work.

  • Effectively communicate the standards of care required for each definable feature of work to the various team members in the project through the use of preparatory, initial, follow-up, and other less formal meetings.

  • In coordination with others in Project Management, review shop drawings and submittals for conformance with project drawings, specifications, and change directives.

  • Chair and document weekly site QC meetings and provide written minutes as described in project specific contract documents.

  • Provide written daily QC reports that reinforce activities that are being constructed in conformance with each specific project's established standard and constructively confronts non-conformance to produce the desired outcome in a timely manner.

  • Create, update, and maintain the project specific quality control reports.

  • Verify that checklists are being used and signed off prior to the placement of concrete, steel, and other similar items of work.

  • Verify and document that all materials received for the project are in conformance with the approved submittal, are handled and stored appropriately, and are acceptable for use in the project.

  • Schedule, document the results of, and maintain a log of all code and independent inspections that are required.

  • Clearly document, correct, and re-inspect all non-conformances prior to acceptance of re-work items.

  • Conduct daily inspections and periodically document the inspection process via follow up reports for specific definable features of work to verify that work is proceeding with the contract documents and the approved submittals. (Desired results come from what is inspected, not what is expected.)

  • Coordinate and document the testing and commissioning of building systems.

  • Document and distribute pre-punch lists, punch lists, and the completion of these lists.

  • Document final inspections, certificates of occupancy and acceptance of the works and various phases thereof.

  • Maintain the project "as-built" drawings on a daily basis.

  • Stop work if necessary to resolve matters that affect safety, quality, and/or inhibit the logical progress of work.

  • Participate in regularly held meetings involving with internal staff and external stake holders, such as Owners, Subcontractors, etc.

  • Participate in industry networking functions and encourage staff to seek out life-long learning opportunities and professional development.

  • Other duties as assigned.


Qualification Requirements
  • B.S. Degree, engineering, architecture or construction management and 5 years of experience or 10 years of relevant construction experience in lieu of education requirements.

  • Minimum 5 years' experience in the construction industry with a commercial and/or industrial general contractor engaged in governmental and/or institutional construction.

  • Communicate both in the English written and spoken word.

  • A demonstrated understanding of construction means and methods associated with commercial and institutional buildings and site work related thereto.

  • A working knowledge of civil construction.

  • High level of proficiency with spreadsheets, email, and other software used in the construction industry.

  • Current safety credentials to include OSHA 30, 1st Aid, and CPR.

  • The successful candidate must have current USACE CQM Certificate.


Preferred Qualifications
  • The successful candidate should have a minimum 10 years' experience in the construction industry with a commercial and/or industrial general contractor engaged in governmental and/or institutional construction.

  • Bilingual - English / Spanish

  • Strong experience with civil / infrastructure construction

  • Experience and knowledge of Alaska Native cultures

  • Reaching with hands and arms for items above and below sight level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth, color perception, and the ability to adjust focus); walking from place to place within the project location with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 8 hours.

  • Frequent lifting of up to 50 pounds such as small electrical components, equipment and other materials.

Work Environment
  • Indoors and outdoors, may be subject to changes in temperature and noise levels. While outdoors may be subject to construction site conditions, confined spaces, changes in temperature, extreme ambient weather conditions and noise levels.

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
