General Responsibilities
This position will act as a liaison and develop effective strategies, relationships, and communications with faculty, staff, students, community groups, educational entities, and funding agencies to ensure equity and promote a culture of inclusiveness.
Reporting to the Office of the Provost and Executive Vice President, this position will lead the development and implementation of proactive equity, inclusion and belonging initiatives which will support the College's strategic plan. The Director will engage students, faculty, and staff to build a welcoming and inclusive culture at Howard Community College. The Director is responsible for designing training initiatives on cultural competency, gender differences, disability, sexual harassment, and other topics designed to increase awareness and support of equity and inclusion values and maintaining compliance with applicable laws.


Work Performed
  • Engage the college-wide community to address equity gaps in enrollment, retention, and completion.
  • Help to shape the college's strategic plan to ensure that each office and employee understands their role in diversity, equity, and inclusion.
  • Collaborates with College management to create, implement and monitor programs designed to ensure fair and equitable treatment of students, faculty, and staff.
  • Serves as co-chair of the college's DEI committee.
  • Develops strategies and goals in conjunction with departments to provide equitable opportunities for success.
  • Responsible for making data-driven recommendations directly to the Provost/EVP and members of the president's team..
  • Build on the current cohort model with the goal to duplicate its success across the college for all students.
  • Review demographic data at HCC and in the county to determine the ability to apply for Title III and Title V Minority Serving Institution designations.
  • Research, evaluate and apply for state and federal precollegiate EOP programs (Talent Search, EOC, Gear Up, Upward Bound).
  • Write for AmeriCorps VISTA and state grants to increase outreach efforts of HCC to support the diverse Howard County community.
  • Partner with the HCC Educational Foundation to write for grants to promote equity on campus.
  • Develop partnerships with the Howard County community and organizations to foster equity on campus and in the community.
  • Represents HCC in regional and state meetings about diversity, equity, and inclusions.
  • Strengthen Howard County Public School Systems partnership to expand outreach to elementary and middle schools.
  • Participates in local, state, and national professional organizations.
  • Participate in HCC policy review, implementation, and college-wide education.
  • Performs other duties as assigned.
Minimum Education Required Master's degree
Minimum Number of Years Experience Required 5
Other Knowledge Required
  • Master's degree in Education, Counseling Student Personnel or related major required. Advanced coursework in education or administration is preferred.
  • Five years of college administrative experience with a preference for experience with access and equity programming.
  • Excellent written and verbal communication skills.
  • Must be experienced with Microsoft Office Suite products especially Excel.
  • Strong project management skills and ability to manage multiple projects at once.
  • Passion for and demonstrated commitment to equity, diversity, and inclusion work in an educational setting.
  • Excellent analytical and organizational skills.
  • Experience developing and managing budgets, evaluating project-level activities & making recommendations for continuous improvement of successful initiatives and strategic planning.
  • Ability to conceptualize, plan, and implement major initiatives supported by diverse university & community stakeholders.
  • Experience building collaborative partnerships with a broad range of organizations (public agencies, K-12, non-profits, community, business, governmental & national).
  • Completed coursework or certifications in diversity, equity, inclusion; race and ethnic studies; and/or social justice.
  • Technical and analytical skills, including creativity and initiative, to conceptualize, plan and implement programs that support enterprise goals and objectives.
  • Some experience with web design/management software, webi reporting tools, or some programming experience a plus.

As a participating member of the Maryland Retirement and Pension System, HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The ORP, a 403(b) with a 7.25% employer contribution only. Employees in positions that do not require a bachelor's degree must participate in The Pension. Employees that possess a bachelor's degree and hold professional positions that require a bachelor's degree may choose to participate in either The Pension or The ORP.
