The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: The Director of Treasury and Debt's primary focus is to manage the investments, financings, banking, and accounting for investment related activities. This position will directly supervise the Investment Administrator, Debt Administrator, and Treasury Supervisor.

In addition to core duties of management, the Director of Treasury and Debt is tasked with providing analysis and recommendations on elements of MDTA's Financial Forecast, Traffic Revenue Studies, Insurance Program, and Legislation.

Duties of this position include, but are not limited to, the following:
  • Manage MDTA investments and serve on the Investment Committee;
  • Investment Policy adherence and compliance monitoring, Board reporting on strategy, investment returns, benchmarks, and policy compliance;
  • Advise, plan, coordinate, and manage the sale of revenue bonds and other debt, including timing and amount of bond sales;
  • Supervise banking activities and accounting of banking and investment-related transactions;
  • Prepare and/or coordinate financial information (cash flow models, scenario analysis, investment total return performance measurement, investment strategy, rate covenant, and debt service coverage) to be presented to the MDTA Board, credit rating agencies, and other external parties; and
  • Oversee general ledger entries associated with investments, including purchases, sales, amortization, accretion, and accrued interest.

This position will report directly to the Deputy Director of Budget, Treasury, and Debt.
The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.

Qualifications

PREFERRED QUALIFICATIONS

Education: Possession of a Bachelor's degree in finance, economics, accounting, or related field from an accredited college or university.

Experience:
Five (5) years of experience in institutional investment management with bond portfolios. Three (3) years of experience supervising individuals performing professional accounting, auditing, fiscal, and/or finance-related tasks.

The ideal candidate will possess experience in:

  • Financial analysis, forecasting, and modeling
  • Time value of money and break-even calculations
  • Bond financings
