About Us

The vision of the National Council for Mental Wellbeing is to make mental wellbeing, including recovery from substance use challenges, a reality for everyone. Despite overwhelming need, nearly 30 million people across the U.S. do not have access to comprehensive, high-quality, affordable mental health and substance use care when they need it.

Founded in 1969, the National Council is a membership organization that drives policy and social change on behalf of nearly 3,300 mental health and substance use prevention, treatment and recovery organizations and the more than 10 million children, adults and families they serve. We advocate for policies to ensure equitable access to high-quality services and supports. We build the capacity of mental health and substance use treatment organizations. Position Summary

The Practice Improvement and Consulting Department (PIC) is central to the National Council's goal of providing workforce development support through technical assistance and consulting to our member organizations, community mental health centers, and substance use service organizations.

As the Project Manager, you will work on the PIC's Leadership and Workforce Development team managing the financial components of a new national initiative, the National Mental Health Workforce Acceleration Collaborative (NMHWAC) program, launched in partnership with Kaiser Permanente in 2023. The goal of NMHWAC is to address the mental health and substance use treatment workforce shortage by increasing the number of diverse, licensed clinicians.

The NMHWAC program is focused on increasing diversity in the workforce, and we are interested in hiring a project manager who is reflective of the varied communities we serve. This position is designed for individual contributors who are prepared to work remotely from anywhere in the United States, with the expectation of adhering to our business hours in Washington, DC, from 8:30 AM to 5:00 PM ET.

Responsibilities

Program Activities

  • With support of Director, creates grant budgets, budget templates, and predictive financial models to manage $15MM+ in assets across multiple grants and grant reporting periods
  • Leads financial reporting for NMHWAC including preparation of financial reports for sponsor, conducts routine internal audits, tracks staff level-of-effort calculations, creates monthly reports in JAMIS (finance system), etc.
  • Completes monthly invoicing process for 100+ invoices including submission of invoices in JAMIS, tracking of payments, and working with sub-contractors and finance team to remedy payment errors and ensure timely payment
  • Creates new tools and processes to support successful financial management and predictive analyses for the program
  • Responds to financial queries and requests by sponsor, Business and Strategy Team, and other internal and external partners
  • Works collaboratively with National Council finance team to execute financial objectives of the grant while adhering to National Council policies and procedures
  • Assists with financial elements of proposal development (pre-award) and proposal and business development efforts including annual organizational budget preparation

Organizational Activities - Participate in other National Council activities

  • Participate in department, project and all staff meetings
  • Carry out other duties for the Program Office and/or PIC as assigned

Required Qualifications

  • Bachelor's degree with 4-6 years of sponsored programs, accounting, or other financial management experience or a master's degree in finance, accounting, or related field with 2-4 years of sponsored programs, accounting, or other financial management experience
  • Experience managing large dollar-amount sponsored programs, budgets, or financial administration (e.g. center grants, multi-million-dollar portfolios)
  • Ability to manage numerous complex variables simultaneously while meeting deadlines in a dynamic and evolving environment
  • Analytical, process-focused, and detail-oriented mindset
  • Must demonstrate high level proficiency in Microsoft Excel
  • Exceptional written, oral, and interpersonal skills while working with internal and external stakeholders
  • Proficiency in virtual meeting/collaboration, project management, and financial software (e.g., Zoom, Teams, Asana, JAMIS, etc.)
  • Ability to travel up to 10%

Preferred Qualifications

  • Preference for candidates familiar with Power BI, Tableau, or other data visualization software
