Position Overview:

Reporting to the Chief Information Officer, the Director, Enterprise Technology, Infrastructure, and Operations will be responsible for overseeing the development, implementation, and maintenance of Duquesne Light's IT Infrastructure and operations, including data centers, cloud technologies and providers, data network, telephony, application and service monitoring, user support/help desk, servers, storage and related software.

The Director will manage the team responsible for ensuring the company's systems and applications are available, reliable, secure, and efficient and will be responsible for collaborating with other technology and business leaders to implement the technology strategy.

Location: Hybrid, downtown Pittsburgh, Pennsylvania

Job Responsibilities:

  1. Strategic Planning
  • Develop and maintain a comprehensive IT infrastructure and operations strategy that supports Duquesne Light's business objectives.
  • Lead the organizations DevOps strategy and execution including automation for Infrastructure as Code (IAC) and other enablers of application and Product teams.
  • Provide leadership and partner with other leaders to maintain and implement the Cloud strategy throughout the Cloud Continuum (IaaS, Paas, SaaS).
  • Lead the technology and infrastructure efforts that support the company's business development and new revenue initiatives as well as assist with positioning the company as a "Next Generation Utility Company".

  1. Team Leadership
  • Manage a team of IT professionals responsible for the deployment, maintenance, and support of the company's IT infrastructure and operations.
  • Provide leadership to IT infrastructure engineering and operations teams, creating a dedicated service-oriented organization for End User Services, Service Desk, Network Operations Center (NOC), and Infrastructure as a Service (IaaS) to enable application and development engineering teams.

  1. Technology Development & Management
  • Develop and implement policies and procedures to govern IT infrastructure and operations, including disaster recovery, data center management, and cloud infrastructure management.
  • Develop and implement processes and procedures for monitoring, troubleshooting, and resolving production incidents in a timely and efficient manner.
  • Monitor the Infrastructure services and security and report on the performance of the IT infrastructure and operations team, providing regular updates to senior leadership.

  1. Operational Efficiency & Continuous Improvement
  • Ensure the company's IT systems and applications are secure, reliable, available, and efficient.
  • Identify and implement automation opportunities to streamline processes and improve efficiency.
  • Oversee the execution of IT Infrastructure Library (ITIL) processes using principles of service management with a culture of continuous improvement.

  1. Risk Management
  • Ensure compliance with Utility industry standards and regulations.
  • Stay abreast of legislation and regulation applicable to the Utility industry and ensure the company's IT technical infrastructure and its operation comply with those standards.

  1. Data Security and Privacy - Manage assets and infrastructure that is deemed "Critical Infrastructure" by NERC.Ensure Technical Services team is compliant with all Critical Infrastructure Protection (CIP) standards and guidelines.

  1. Budgeting and Resource Allocation - Oversee and manage technical infrastructure and operations budgets including costs for personnel, hardware, software, cloud technologies and services which includes appropriate roadmaps.

  1. Forge and Maintain Productive Partnerships
  • Work collaboratively with other IT teams and business counterparts to ensure the smooth deployment of new features and updates to production systems.
  • Establish and maintain relationships with third-party vendors and service providers to ensure services are integrated seamlessly.
  • Work closely with our unregulated affiliates defining network architecture and assisting with the design and delivery of services as needed.

Education/Experience Requirements:

  • Bachelor's degree in information systems or a related discipline
    • Master's or other advanced degree(s) preferred
  • Fifteen (15+) or more years related experience, including ten (10+) years previous management experience

Preferred - Leadership Skills and Abilities:

  • Proven IT leadership with skills for developing staff
  • Ability to manage highly-available complex infrastructure with 24/7 availability and support
  • Experience with regulatory compliance issues management including knowledge of best practices in application and network security
  • Strong analytical and problem solving skills
  • Solid oral and written communication skills, including hands-on ability with MS Office products
  • Able to effectively prioritize and execute tasks in a high-pressure environment with aggressive project timeframes
  • Excellent technical documentation skills
  • Experience working in a team-oriented, collaborative environment
  • Infrastructure Technology thought leadership - ability to conduct research into emerging technologies and trends, standards, products then build road maps and make technology recommendations
  • Strong customer service orientation
  • Ability to build reliable and cost-effective end user solutions as services that can be understood and subscribed to by customer groups ranging from line workers in the field to corporate executives
  • Detailed understanding of DevOps and how it enables Product/Agile methodologies

Preferred - Knowledge of Technologies:

  • Microsoft technologies including SQL Server, Office 365, SharePoint Online, Windows Server, and Windows Desktop
  • Oracle technologies including DBMS and SOA
  • Red Hat Linux
  • SAN (iSCSI and fiber) and related storage technologies
  • Data center infrastructure and operations
  • Data communication hardware and technologies including switches, firewalls, load balancers, routers, IP, SONET, MPLS, and DWDM
  • Voice and video communications hardware and technologies including PBX, VOIP, and unified messaging
  • Cloud technologies including Microsoft Azure and Amazon AWS
  • Service desk operations and operations/monitoring technologies, including working with offshore managed service providers
  • Experience with customer contact center systems and infrastructure
  • Detailed understanding of ITIL concepts and their implementation

Scope:

Directs and controls strategy and execution or the organizations activities within the sub function or major business area managed. Key member of the management team representing the organization in dealings with clients and external bodies. Seasoned leader with extensive business experience, broad and deep functional expertise, and significant product knowledge. Primary focus of role is on proactive strategic leadership rather than day to day operational execution, although the role includes significant operational responsibilities.

Decision Impact:

Problems faced require expertise knowledge and broad-based considerations of variables that impacts the corporation. Develops end-to-end solutions influencing high impact decisions made at a higher hierarchy level. Solutions developed typically have no precedent and require comprehensive analyses and consideration of original concepts and approaches. Drives implementation of transformational changes in the Corporation that has high impact on the achievement of results for the Corporation. Improves on entire existing practices, leveraging on personal past experiences, and in-depth best practice knowledge.

Hybrid Work

Position follows our hybrid work model, with a minimum of two days working in the office and the remaining days working remotely. Reporting location and frequency may be subject to change based on job role and department needs.

Storm Roles

All Non-Union Employees will serve in storm roles as appropriate to their role and skillset. Utilize data to make business decisions as appropriate for the position, support data stewardship activities and partner with IT on underlying data needs.
