Overview:

The goal of the Ethics Program at ORNL is to advance the policy in maintaining the highest ethical and professional standards of performance and conduct, thereby promoting integrity and honesty in all aspects of the Laboratory's work. Working independently, the role of the Ethics Program Manager is to implement and manage ORNL's Ethics Program. The Ethics Program Manager, with support from a group of stakeholders from across the laboratory, is responsible for all aspects of the Ethics Program, including identifying, evaluating and eliminating or mitigating, personal and organizational conflicts of interest; resolving ethics issues and concerns by providing guidance to ensure actions are aligned with the Laboratory's Code of Conduct; developing policies and procedures regarding conflicts of interest, lobbying and political activities, acceptance and solicitation of gifts, scientific integrity and research misconduct, among other ethics-related topics relevant to ORNL's operations; and educating and training staff on ethics-related requirements and expectations.

Major Duties/Responsibilities:

  • Deliver ORNL's mission by aligning behaviors, priorities, and interactions with ORNL's core values of Impact, Integrity, Teamwork, Safety, and Service.
  • Promote diversity, equity, inclusion, and accessibility by fostering a respectful workplace - in how we treat one another, work together, and measure success.
  • Maintain, develop, implement and assess ORNL's Ethics Program and the resulting ethics policies, procedures, and supporting documentation for internal and external use to ensure compliance with applicable legal, regulatory, contractual, and other Department of Energy (DOE) requirements, and to ensure consistency with ORNL's core values.
  • Communicate the organization's ethical standards with effective messaging and deliver employee training programs that raise awareness about ethics-related topics.
  • Advise and provide guidance to employees and managers on ethical questions and concerns.
  • Review conflict of interest disclosures and work with employees, managers, and other stakeholders (e.g., Human Resources, Partnerships, Contracts) as appropriate to address and mitigate actual or potential conflicts.
  • Partner with organizational stakeholders to proactively identify areas of risk and develop, update, implement, and communicate internal policies and procedures regarding ethical rules and expectations in all aspects of laboratory operations (e.g., sponsored research, technology transfer, procurement and subcontracting, employee outside activities, nepotism).
  • Periodically assess the health of the Ethics Program and staff compliance with program requirements, and continuously improve the program to incorporate lessons learned.
  • Research, assemble, and/or evaluate information or data regarding industry and national laboratory standard methodologies in ethics and compliance, as well as applicable legal, regulatory, contractual, or other requirement changes that affect the Ethic Programs and related policies and procedures.

Basic Qualifications:

  • BSor higher in business administration, law, audit, finance, accounting, or a related field.
  • A minimum of 5 years' professional work experience with at least 3 years in an ethics-related field.
  • Experience developing and presenting briefings and trainings to employees and managers.

Preferred Qualifications:

  • Certified Compliance and Ethics Professional or similar professional certificate in Ethics.
  • An advanced degree in law (J.D.), business (M.B.A), or a related field.
  • Five to 10 years of experience in an ethics-related field, or 5 to 10 years of legal experience in government, law firms or large/complex corporations, with at least the past 3 to 5 years focused on an ethics-related field.
  • An understanding of the DOE, as well as its facilities and management and operating contractor system.
  • Experience conceptualizing major elements of an ethics program and conflict of interest policies.
  • Experience performing ethics and compliance work in one or more of the ethics functional areas: conflict of interest, employee concerns, and ethics compliance and standards.
  • Advanced knowledge of effective ethics & compliance programs and other related guidance, best practices, and industry standards.
  • Experience working in a heavily regulated and/or audited environment.
  • Highly developed writing and communication skills and strong counseling and negotiating skills.
  • A desire for and the ability to operate successfully in a culture that values teamwork and collaboration and celebrates organizational success.
  • Excellent analytical and problem-solving skills and a commitment to providing quality service to clients in a professional service organization.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
