At Homme Youth and Family Programs, we provide treatment and care for children and adolescents dealing with issues from severe trauma and delinquency. We provide these children with the tools they need to recover, grow and thrive independently. Through structured schedules and activities, individual, group and family therapy, spiritual care, on-campus education services and eventually reintegration to the community, our programs focus on the whole person through a trauma-informed care approach.

The Program Supervisor Residential Treatment has day-to-day responsibilities for one or more residential programs within the Business Unit. Responsibilities include but are not limited to, effective coordination of day-to-day program operations, direct supervision of program staff, ensure the program meets licensing and/or contract requirements, ensure agency best practice standards are met.


This role is a 2nd shift role that will actively support and oversee living unit staff who work second shift on weekdays and assorted shifts on weekends. The role may need to come in on other shifts as necessary for trainings and meetings (this will be limited). A 4 day/40 hour schedule is required that must include some weekend time. Actual hours and days will be dependent on business needs. In addition, the role will have responsibility for:

  • Active training of new staff in the living unit environment, to include supporting skill building in group facilitation, Mandt, CPI and other therapeutic and behavioral management techniques
  • Decision-making authority for calling law enforcement to campus
  • Sending information necessary for Lead Supervisor to write SIR for major events the following morning
  • Coordinating with Lead Supervisor to ensure scheduling is completed partnering experienced with new staff, following ratios for number of youth, etc.
  • Timely action when employees must be held accountable for performance - partner with Lead Supervisor to deliver consistent corrective action across campus
  • Serves as a representative of the agency to internal and external customers regarding the work of programs and services.
  • Works as a collaborative team member to support the Continuum of Care model.
  • Participates in the compilation of an annual budget.
  • Oversees budget expenditures and makes necessary adjustments as needed to meet the financial goals of the program.
  • Ensures quality programming through the use of best practice standards and contract/licensing requirements. Including administration of basic first aid as needed.
  • Provides quality reviews of serious incidents in a timely manner.
  • Identifies staff training needs to meet best practice standards and licensing/contract requirements. Collaborates with Training Coordinator to assure all requirements are being met.
  • Ensures staff is trained to meet identified standards.
  • Establishes priorities and directs the work of program staff.
  • May provide direct care and/or carry a case load.
  • Facilitates or co-facilitates psycho-educational groups, along with family co-therapy as needed.
  • May travel for pre-placement interviews of youth.
  • Performs other duties as required

* Selects, trains, assigns, coaches and evaluates staff members.
* Supports day-to-day functioning of the program staff to ensure timely implementation and quality of the agency goals and strategies.
* Ensures communication and implementation of agency-wide policies and procedures to program staff.
* Schedules and facilitates staff meetings on an ongoing basis.
* Partners with program manager to respectfully address and resolve human capital issues including promotion, coaching and other performance matters.
* Ensures effective use of human capital to meet best practice standards as well as ensure individual and staff safety.
* Acts as a role model for employees to exemplify how to be an LSS Employee of Choice.
* Understands and communicates LSS mission, vision, values and best practice to staff.

To meet licensing requirements (ref. DCF 52.12(2)(c)3(d)), applicants for this position need to meet the requirements either under 1 or 2 listed below. Any exceptions need to be approved by licensing and all approvals need to be documented in the employee files.

  1. Possess the qualifications for working with the type of population served as described below.

For work with residents who are receiving services primarily for correctional aftercare or emotional disturbance, need to have one of the following qualifications:

  1. A master's degree in a social or behavioral science field with field work experience or employment experience working with children or families.
  2. A bachelor's degree in a social or behavioral science field and either 2 years of employment experience in human services counseling involving children and families or at least 500 hours of supervised family or child contact therapy hours.

For work with residents who are receiving services primarily for alcohol or drug problems, the following qualifications are required:

  1. A bachelor's degree in a social or behavioral science field and Wisconsin certification as an alcohol and drug counselor or meeting the qualifications of a registered alcohol and drug counselor I from the Wisconsin alcohol council certification board.
  2. An advanced professional degree in a social or behavioral science field from a college or university with at least 6 credits in courses offering content in alcohol and drug abuse treatment and counseling practicum or field experience.
  3. A bachelor's degree in a social or behavioral science field from a college or university and 6 credits in courses offering content in alcohol and drug abuse treatment and counseling practicum or field experience.
  4. A bachelor's degree in a social or behavioral science field from a college or university and 2 years of experience working with children in alcohol and drug abuse counseling.

For work with residents who are receiving services primarily for a developmental disability, the following education and experience qualifications are required:

  1. A degree in a social or behavioral science field. Under this subparagraph a social or behavioral science field includes a degree in social work, sociology, psychology, speech communication, special education, physical therapy or occupational therapy.
  2. Specialized training or one year of employment experience in treating or working with developmentally disabled persons.


  1. A minimum of 3 years of experience in public or private institutional child care for the type of population the served, and have one year of experience as a supervisor or satisfactory completion of at least one course for credit in supervisory skill development and personnel management or have 40 hours of documented in-service training involving supervisory skill development and personnel management.


  1. Have 2 years of experience in licensed institutional child care and be certified as a child and youth care worker meeting the standards of the national organization of child and youth care workers association.

Additional Experience:

  • Crisis management experience is preferred. The incumbent must be willing to learn and train necessary unit-specific duties and responsibilities.
  • Must have successfully completed or be able to successfully complete the Mandt and CPI trainings within 90 days of being hired, transferred or promoted into the role. Prior Mandt and CPI experience preferred.

Must have a valid driver's license and have reliable transportation to perform the essential duties of the role; a motor vehicle check (MVR) with a satisfactory driving record per the LSS Driver Safety Procedure is required, and ability to meet LSS auto insurance requirements.

Ability to communicate both in verbal and written format, effectively and efficiently in job. Ability to read, analyze, and interpret general correspondence and paperwork. Ability to effectively present information and respond to questions from others.

Working knowledge of computers to allow employee to access computer systems and applications to complete timecards, read and respond to email, and complete required on-line training. This position will require knowledge of the Microsoft Suite applications, and be able to create documents, presentations and spreadsheets.

The job allows the employee to vary physical position or activity for comfort and may be required to stand and /or walk for 8 hours or longer. While performing the duties of this job, the employee is frequently (34% to 66% of the time) required to stand, sit, talk, hear, twist, fine manipulation, fingering and lift up to 10 lbs. In addition the worker is occasionally (1% to 33% of the time) required to between 11lbs and 50 lbs, Bend, Stoop, Kneel, Crouch, Reach above shoulder height and below, grasp and handle objects. The worker is rarely (less than 1% of the time) required to pull /push up to 50 lbs, operate foot controls or lift over 51 lbs during an emergency only. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Keyboarding is required for this position.

This position may work in both an office environment and the program(s) it oversees. Must be willing to work from multiple locations; will also be exposed to outdoor weather conditions when traveling on company business.

May occasionally be exposed to chemical fumes such as paint and carpet cleaning. May enter client's dwellings or programs and be exposed to smoke and common household allergens such as dust, mildew and pets.

The noise level in the work environment is usually moderate.

TRAVEL: Position may travel daily between programs. May travel over the two state area on occasion for training and meetings and may include some overnights.
